SYNOPSIS AS INTRODUCED:
 
ILCON Art. III, Sec. 9 new

    Proposes to amend the Suffrage and Elections Article of the Illinois Constitution. Provides that no person shall be elected to the Senate for more than 3 consecutive terms and that no person shall be elected to the House of Representatives for more than 5 consecutive terms. Provides that no person shall be elected to the same Executive Branch office for more than 3 consecutive terms. Provides that elected bodies in any unit of local government or school district shall have the authority to implement term limits for all elected or appointed officials within that unit of local government or school district. Provides that judges shall have the authority to implement term limits for any elected judge.

3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to amend the Illinois
9Constitution in Article III by adding Section 9 as follows:

12    (ILCON Art. III, Sec. 9 new)
13SECTION 9. TERM LIMITS.
14    (a) No person shall be elected to the Senate for more than
15three consecutive terms. For the purposes of implementation,
16this subsection (a) applies to Legislative Districts 1, 4, 7,
1710, 13, 16, 19, 22, 25, 28, 31, 34, 37, 40, 43, 46, 49, 52, 55,
18and 58 beginning in the term that begins after the election in
192020; to Legislative Districts 2, 5, 8, 11, 14, 17, 20, 23, 26,
2029, 32, 35, 38, 41, 44, 47, 50, 53, 56, and 59 beginning in the
21term that begins after the election in 2018; and to Legislative
22Districts 3, 6, 9, 12, 15, 18, 21, 24, 27, 30, 33, 36, 39, 42,
2345, 48, 51, 54, and 57 beginning in the term that begins after

2    (b) No person shall be elected to the House of
3Representatives for more than five consecutive terms. For the
4purposes of implementation, this subsection (b) applies to

631, 34, 37, 40, 43, 46, 49, 52, 55, 58, 61, 64, 67, 70, 73, 76,
779, 82, 85, 88, 91, 94, 97, 100, 103, 106, 109, 112, 115, and
8118 beginning in the term that begins after the election in
92018; to Representative Districts 2, 5, 8, 11, 14, 17, 20, 23,
1026, 29, 32, 35, 38, 41, 44, 47, 50, 53, 56, 59, 62, 65, 68, 71,
1174, 77, 80, 83, 86, 89, 92, 95, 98, 101, 104, 107, 110, 113, and
12116 beginning in the term that begins after the election in
132020; and to Representative Districts 3, 6, 9, 12, 15, 18, 21,
1424, 27, 30, 33, 36, 39, 42, 45, 48, 51, 54, 57, 60, 63, 66, 69,
1572, 75, 78, 81, 84, 87, 90, 93, 96, 99, 102, 105, 108, 111, 114,
16and 117 beginning in the term that begins after the election in

18    (c) No person shall be elected to the same Executive Branch
19office for more than three consecutive terms.
20    (d) Elected bodies in any unit of local government or
21school district shall have the authority to implement term
22limits for all elected or appointed officials within that unit
23of local government or school district.
24    (e) Judges shall have the authority to implement term
25limits for any elected judge.

SCHEDULE
2    This Constitutional Amendment takes effect upon being
3declared adopted in accordance with Section 7 of the Illinois
4Constitutional Amendment Act.
