    Amends the Private College Campus Police Act. Provides that a campus police department subject to this Act shall disclose to the public any information that a law enforcement agency would have to disclose under the Freedom of Information Act.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Private College Campus Police Act is amended
5by changing Section 1 as follows:
 
6    (110 ILCS 1020/1)  (from Ch. 144, par. 1951)
7    Sec. 1. The Board of Trustees of a private college or
8private university, may appoint persons to be members of a
9campus police department. The Board shall assign duties,
10including the enforcement of college or university
11regulations, and prescribe the oath of office. With respect to
12any such campus police department established for police
13protection, the members of such campus police department shall
14be persons who have successfully completed the Minimum
15Standards Basic Law Enforcement Training Course offered at a
16police training school established under the Illinois Police
17Training Act, as such Act may be now or hereafter amended. All
18members of such campus police departments must also
19successfully complete the Firearms Training for Peace Officers
20established under the Peace Officer and Probation Officer
21Firearm Training Act. Members of the campus police department
22shall have the powers of municipal peace officers and county
23sheriffs, including the power to make arrests under the

1circumstances prescribed in Section 107-2 of the Code of
2Criminal Procedure of 1963, as amended, for violations of state
3statutes or municipal or county ordinances, including the
4ability to regulate and control traffic on the public way
5contiguous to the college or university property, for the
6protection of students, employees, visitors and their
7property, and the property branches, and interests of the
8college or university, in the county where the college or
9university is located. Campus police shall have no authority to
10serve civil process.
11    Members of the campus police department at a private
12college or private university shall not be eligible to
13participate in any State, county or municipal retirement fund
14and shall not be reimbursed for training with state funds. the
15uniforms, vehicles, and badges of such officers shall be
16distinctive from those of the local law enforcement agency
17where the main campus is located.
18    The Board of Trustees shall provide liability insurance
19coverage for each member of the campus police department
20without cost to the member, which insures the member against
21any liability which arises out of or in the course of the
22member's employment for no less than $250,000 of coverage,
23unless such indemnification is provided by a program of
24self-insurance.
25    A campus police department subject to this Act shall
26disclose to the public any information that a law enforcement

1agency would have to disclose under the Freedom of Information
2Act.
3    For the purposes of this Section, "private college" or
4"private university" means: (1) any college or university which
5is not owned or controlled by the State or any political
6subdivision thereof, and (2) which provides a program of
7education in residence leading to a baccalaureate degree, or
8which provides a program of education in residence, for which
9the baccalaureate degree is a prerequisite, leading to an
10academic or professional degree, and (3) which is accredited by
11the North Central Association or other nationally recognized
12accrediting agency.
