SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Joyce I. Duncan, who passed away on May
428, 2014; and
 
5    WHEREAS, Joyce Duncan was born on March 1, 1956 in Herrin;
6she moved with her family to Waukegan in 1961; and
 
7    WHEREAS, Joyce Duncan graduated from Waukegan High School;
8she subsequently attended Northern Illinois University for 3
9years before earning a bachelor's degree from Shimmer College;
10and
 
11    WHEREAS, Joyce Duncan worked for Kemper Insurance Company
12for many years; she later worked with the YWCA in Waukegan from
131991 until her retirement in 2008; and
 
14    WHEREAS, Joyce Duncan was baptized at an early age by the
15late Rev. H.J. Cook at Gideon Baptist Church, where she served
16on the junior usher board; she later relocated her church
17membership to Waukegan Community Church, where she continued to
18serve and work in the church under the leadership of Rev.
19Obleton; and
 
20    WHEREAS, Joyce Duncan enjoyed reading, traveling, live

1theater, and making Raggedy Ann and Andy dolls for friends; and
 
2    WHEREAS, Joyce Duncan was preceded in death by her mother,
3Shirley Duncan; and
 
4    WHEREAS, Joyce Duncan is survived by a daughter, Kirby
5Duncan; her father, Willie A. Duncan, Sr.; 4 brothers, Michael
6Duncan, Willie, Jr., Gregory, and Terry; 2 sisters, Sheryl
7(Bill) Robinson and Janet (John) Gayden; many uncles, aunts,
8cousins, nephews, nieces, other relatives, and friends; and 2
9special friends, Cathy Wiggins and Luan Porter; therefore, be
10it
 
11    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
12ASSEMBLY OF THE STATE OF ILLINOIS, that we, along with her
13family and friends, mourn the passing of Joyce I. Duncan; and
14be it further
 
15    RESOLVED, That a suitable copy of this resolution be
16presented to the family of Joyce Duncan as an expression of our
17sympathy.
