SENATE RESOLUTION

 
2    WHEREAS, The Ameren Transmission Company (ATXI) has
3proposed to build a 345,000-volt transmission line across the
4State of Illinois, from Palmyra, Missouri to Sugar Creek,
5Indiana; and
 
6    WHEREAS, This project is only one of many more planned
7throughout Illinois and the nation by numerous energy
8companies; and
 
9    WHEREAS, The ATXI project is the direct result of actions
10taken by the Federal Energy Regulatory Commission (FERC) to
11guarantee a 12.38% rate of return on equity for installing
12transmission lines; and
 
13    WHEREAS, A 12.38% guaranteed rate of return on such
14investments is irresponsible, outlandish, and unrealistic for
15Illinois consumers to be required to pay for a public utility;
16and
 
17    WHEREAS, FERC's extraordinary guaranteed rate of return on
18equity creates a disincentive to build cheap, efficient, and
19reliable energy transmission capacity; and
 
20    WHEREAS, FERC's standards encourage ATXI and similar

1companies to build infrastructure that is unnecessarily costly
2and, in some cases, completely unneeded; and
 
3    WHEREAS, Members of Congress from other states have called
4for closer scrutiny and consideration of these excessive
5policies from the Federal Energy Regulatory Commission;
6therefore, be it
 
7    RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL
8ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the members of
9the Illinois congressional delegation to join their
10congressional colleagues from other states in demanding an
11immediate investigation of these policies established by the
12Federal Energy Regulatory Commission; and be it further
 
13    RESOLVED, That suitable copies of this resolution be
14delivered to each member of the Illinois congressional
15delegation, the Federal Energy Regulatory Commission, and the
16Illinois Commerce Commission.
