AMENDMENT TO SENATE BILL 3440

2    AMENDMENT NO. ______. Amend Senate Bill 3440 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Rural/Downstate Health Act is
5amended by changing Section 5.5 as follows:
 
6    (410 ILCS 65/5.5)
7    Sec. 5.5. Rural/Downstate Health Access Fund.
8    (a) The Rural/Downstate Health Access Fund is created as a
9special fund in the State treasury. Moneys from fees and gifts,
10grants, or donations made to the Center for Rural Health shall
11be deposited into the Fund. Subject to appropriation and except
12as provided in subsection (b) of this Section, moneys in the
13Fund shall be used in the following manner for rural health
14programs or for programs for the medically underserved
15authorized under this Act: 60.2% shall be distributed to the
16Department of Public Health, 26.3% shall be distributed to the

1Board of Trustees of Southern Illinois University, and 13.5%
2shall be distributed to the Board of Trustees of the University
3of Illinois.
4    (b) The Center for Rural Health at the Department of Public
5Health may require that a J-1 Visa Waiver Program application
6fee be collected from international medical graduates for the
7purpose of administering the Program. J-1 Visa Waiver Program
8application fees shall be deposited into the Rural/Downstate
9Health Access Fund, shall be dedicated to the administration of
10the J-1 Visa Waiver Program in Illinois, and may not be subject
11to the distribution formula referenced in subsection (a) of
12this Section.
13    (c) The Center for Rural Health shall administer the Fund.
14    (d) The Department shall adopt rules necessary to implement
15the provisions of this Section.
