SYNOPSIS AS INTRODUCED:

    Amends various Acts relating to the governance of public universities in Illinois. Provides that the governing board of each public university shall, with respect to each campus of the university that administers a priority registration system, grant the same priority in that system as graduate students receive to a service member or veteran who is a resident of this State for any academic term attended for 4 academic years, which he or she shall use within 15 years after leaving military service. Provides that a former service member who received a dishonorable discharge or a bad conduct discharge is not eligible for priority registration. Provides that the priority registration shall apply to registration for all degree and certificate programs offered by the university after the military or veteran status of the student has been verified by the university.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5adding Section 85 as follows:
 
6    (110 ILCS 305/85 new)
7    Sec. 85. Priority registration; service member or veteran.
8    (a) For the purposes of this Section:
9    "Service member" means a resident of this State who is a
10member of any component of the U.S. Armed Forces, including any
11reserve component, or the National Guard of any state, the
12District of Columbia, a commonwealth, or a territory of the
13United States.
14    "Veteran" means a resident of this State who was a service
15member and who has received an honorable discharge, a general
16discharge, or an other than honorable discharge.
17    (b) The Board of Trustees shall, with respect to each
18campus of the University that administers a priority
19registration system, grant the same priority in that system as
20graduate students receive to a service member or veteran for
21any academic term attended for 4 academic years, which he or
22she shall use within 15 years after leaving military service.

3    (d) The priority registration provided pursuant to this

8    Section 10. The Southern Illinois University Management
9Act is amended by adding Section 70 as follows:

11    Sec. 70. Priority registration; service member or veteran.
12    (a) For the purposes of this Section:
13    "Service member" means a resident of this State who is a
14member of any component of the U.S. Armed Forces, including any
15reserve component, or the National Guard of any state, the
16District of Columbia, a commonwealth, or a territory of the
17United States.
18    "Veteran" means a resident of this State who was a service
19member and who has received an honorable discharge, a general
20discharge, or an other than honorable discharge.
21    (b) The Board shall, with respect to each campus of the
22University that administers a priority registration system,
23grant the same priority in that system as graduate students

12adding Section 5-180 as follows:

16    (a) For the purposes of this Section:

18member of any component of the U.S. Armed Forces, including any
