    Amends the State Budget Law of the Civil Administrative Code of Illinois. In a Section concerning budget information submitted by the Governor, provides that no budget shall be submitted that encompasses less than a full fiscal year. Provides that each appropriations bill constituting the budget of the State of Illinois for the coming fiscal year and each budget implementation bill for the coming fiscal year shall be posted on the Governor's Office of Management and Budget's website not less than 10 business days before the bill is moved to third reading in the second chamber of the General Assembly. Effective immediately.

1    AN ACT concerning revenue.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Budget Law of the Civil Administrative
5Code of Illinois is amended by changing Sections 50-10 and
650-35 as follows:
 
7    (15 ILCS 20/50-10)  (was 15 ILCS 20/38.1)
8    Sec. 50-10. Budget contents. The budget shall be submitted
9by the Governor with line item and program data. The budget
10shall also contain performance data presenting an estimate for
11the current fiscal year, projections for the budget year, and
12information for the 3 prior fiscal years comparing department
13objectives with actual accomplishments, formulated according
14to the various functions and activities, and, wherever the
15nature of the work admits, according to the work units, for
16which the respective departments, offices, and institutions of
17the State government (including the elective officers in the
18executive department and including the University of Illinois
19and the judicial department) are responsible.
20    No budget shall be submitted that encompasses less than a
21full fiscal year.
22    For the fiscal year beginning July 1, 1992 and for each
23fiscal year thereafter, the budget shall include the

1performance measures of each department's accountability
2report.
3    For the fiscal year beginning July 1, 1997 and for each
4fiscal year thereafter, the budget shall include one or more
5line items appropriating moneys to the Department of Human
6Services to fund participation in the Home-Based Support
7Services Program for Mentally Disabled Adults under the
8Developmental Disability and Mental Disability Services Act by
9persons described in Section 2-17 of that Act.
10    The budget shall contain a capital development section in
11which the Governor will present (1) information on the capital
12projects and capital programs for which appropriations are
13requested, (2) the capital spending plans, which shall document
14the first and subsequent years cash requirements by fund for
15the proposed bonded program, and (3) a statement that shall
16identify by year the principal and interest costs until
17retirement of the State's general obligation debt. In addition,
18the principal and interest costs of the budget year program
19shall be presented separately, to indicate the marginal cost of
20principal and interest payments necessary to retire the
21additional bonds needed to finance the budget year's capital
22program. In 2004 only, the capital development section of the
23State budget shall be submitted by the Governor not later than
24the fourth Tuesday of March (March 23, 2004).
25    The budget shall contain a section indicating whether there
26is a projected budget surplus or a projected budget deficit for

1general funds in the current fiscal year, or whether the
2current fiscal year's general funds budget is projected to be
3balanced, based on estimates prepared by the Governor's Office
4of Management and Budget using actual figures available on the
5date the budget is submitted. That section shall present this
6information in both a numerical table format and by way of a
7narrative description, and shall include information for the
8proposed upcoming fiscal year, the current fiscal year, and the
92 years prior to the current fiscal year. These estimates must
10specifically and separately identify any non-recurring
11revenues, including, but not limited to, borrowed money, money
12derived by borrowing or transferring from other funds, or any
13non-operating financial source. None of these specifically and
14separately identified non-recurring revenues may include any
15revenue that cannot be realized without a change to law.  The
16table shall show accounts payable at the end of each fiscal
17year in a manner that specifically and separately identifies
18any general funds liabilities accrued during the current and
19prior fiscal years that may be paid from future fiscal years'
20appropriations, including, but not limited to, costs that may
21be paid beyond the end of the lapse period as set forth in
22Section 25 of the State Finance Act and costs incurred by the
23Department on Aging. The section shall also include an estimate
24of individual and corporate income tax overpayments that will
25not be refunded before the close of the fiscal year.
26    For the budget year, the current year, and 3 prior fiscal

1years, the Governor shall also include in the budget estimates
2of or actual values for the assets and liabilities for General
3Assembly Retirement System, State Employees' Retirement System
4of Illinois, State Universities Retirement System, Teachers'
5Retirement System of the State of Illinois, and Judges
6Retirement System of Illinois.
7    The budget submitted by the Governor shall contain, in
8addition, in a separate book, a tabulation of all position and
9employment titles in each such department, office, and
10institution, the number of each, and the salaries for each,
11formulated according to divisions, bureaus, sections, offices,
12departments, boards, and similar subdivisions, which shall
13correspond as nearly as practicable to the functions and
14activities for which the department, office, or institution is
15responsible.
16    Together with the budget, the Governor shall transmit the
17estimates of receipts and expenditures, as received by the
18Director of the Governor's Office of Management and Budget, of
19the elective officers in the executive and judicial departments
20and of the University of Illinois.
21    An applicable appropriations committee of each chamber of
22the General Assembly, for fiscal year 2012 and thereafter, must
23review individual line item appropriations and the total budget
24for each State agency, as defined in the Illinois State
25Auditing Act.

3    (a) Each appropriations bill constituting the budget of the
4State of Illinois for the coming fiscal year and each budget
5implementation bill for the coming fiscal year shall be posted
6on the Governor's Office of Management and Budget's website not
7less than 10 business days before the bill is moved to third
8reading in the second chamber of the General Assembly.
9    (b) Within 60 days of its enactment into law, the
10Governor's Office of Management and Budget shall publish to its
11website the budget of the State of Illinois for the coming
12fiscal year in its entirety in comma-separated value format
13(.csv), Xtree for Windows Script format (.xcl), or another
14comparable format.

16    Section 99. Effective date. This Act takes effect upon
