SYNOPSIS AS INTRODUCED:

510 ILCS 15/1 rep.

    Amends the Animal Gastroenteritis Act. Adds members to the Swine Disease Control Committee. Renames the Cattle Disease Research Committee to the Cattle Disease Control Committee. Corrects references. Adds members to the Cattle Disease Control Committee. Provides that meetings shall only occur in the event of a disease outbreak or other significant disease situation. Provides that the meetings shall be scheduled at the call of the Director with the Swine Disease Control Committee and the Cattle Disease Committee to address disease prevention, management, and control in the case of a disease outbreak. Provides that members of the Committees shall receive no compensation, but shall be reimbursed for expenses necessarily incurred in the performance of their duties. Repeals a provision that authorized the Department of Agriculture to coordinate research concerning the cause, transmission, treatment, and control of transmissible gastroenteritis and other diseases of swine and livestock. Effective immediately.

1    AN ACT concerning animals.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Animal Gastroenteritis Act is amended by
5changing Section 2 as follows:
 
6    (510 ILCS 15/2)  (from Ch. 8, par. 204)
7    Sec. 2. The Director of Agriculture is authorized to
8establish within the Department an Advisory Committee to be
9known as the Swine Disease Control Committee. Such committee
10shall consist of 5 producers of swine, 2 representatives of
11general farm organizations in the State, one representative of
12general swine organizations in the State, one or more licensed
13practicing veterinarians, the State Veterinarian, the Director
14of the Galesburg Animal Disease Laboratory, the administrator
15of animal disease programs the Dean of the College of
16Veterinary Medicine and the Dean of the College of Agriculture
17of the University of Illinois, the Dean of the College of
18Agricultural Science of Southern Illinois University, the Dean
19of the School of Agriculture of Western Illinois University,
20the Chair of the Department of Agriculture of the Illinois
21State University, the Director of Public Health, and the
22Chairman of the Senate Agriculture and , Conservation and Energy
23Committee, of the Senate and the Chairman of the House

1Committee on Agriculture and Conservation Committee of the
2House. In the appointment of such committee, the Director shall
3consult with representative persons and recognized
4organizations in the respective fields concerning such
5appointments of producers and members of general farm
6organizations.
7    The Director is authorized to establish within the
8Department an advisory committee to be known as the Cattle
9Disease Control Research Committee. Such committee shall
10consist of 2 representatives of general farm organizations in
11the State, one representative of general cattle organizations
12in the State, the Dean of the College of Veterinary Medicine
13and the Dean of the College of Agriculture of the University of
14Illinois, the Dean of the College of Agricultural Science of
15Southern Illinois University, the Dean of the School of
16Agriculture of Western Illinois University, the Chair of the
17Department of Agriculture of the Illinois State University, the
18administrator of animal disease programs and the Director of
19Public Health, the Chairman of the Senate Agriculture and ,
20Conservation and Energy Committee, of the Senate and the
21Chairman of the House Agriculture and Conservation Committee on
22Agriculture of the House. Eight additional members
23representing the following agricultural interests: feeder
24cattle, purebred beef cattle, dairy cattle and one or more
25licensed practicing veterinarians, the State Veterinarian, and
26the Director of the Galesburg Animal Disease Laboratory. In the

1appointment of such committee, the Director shall consult with
2representative persons and recognized organizations in the
3respective fields, producers and members of general farm
4organizations.
5    Meetings shall only occur in the event of a disease
6outbreak or other significant disease situation. The meetings
7shall be scheduled at the call of From time to time the
8Director shall consult with the Swine Disease Control Committee
9and the Cattle Disease Control Research Committee to address
10disease prevention, management, and control in the case of a
11disease outbreak. Members of the Committees shall receive no
12compensation, but shall be reimbursed for expenses necessarily
13incurred in the performance of their duties concerning research
14projects to be undertaken, the priority of such projects, the
15results of such research and the manner in which the results of
16such research can be made available to best serve the livestock
17industry of the State.
18    The Director may also consult with such committees
19concerning problems arising in the administration of "An Act
20authorizing and providing for a cooperative program between
21United States, state and local agencies, public and private
22agencies and organizations and individuals for the control of
23starlings, rodents and other injurious predatory animal and
24bird pests and making an appropriation therefor", approved
25August 26, 1963.

4    Section 99. Effective date. This Act takes effect upon
5becoming law.
