AMENDMENT TO HOUSE BILL 3946

2    AMENDMENT NO. ______. Amend House Bill 3946 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Family Practice Residency Act is amended by
5changing Sections 2, 3, and 4.10 and by adding Section 3.09 as
6follows:

8    Sec. 2. The purpose of this Act is to establish programs a
9program in the Illinois Department of Public Health to upgrade
10primary health care services for all citizens of the State, to
11increase access, and to reduce health care disparities by
12providing grants to family practice and preventive medicine
13residency programs, scholarships to medical students, and a
14loan repayment program for physicians and other eligible
15primary care providers who will agree to practice in areas of
16the State demonstrating the greatest need for more professional

1medical care. The programs program shall encourage family
2practice physicians and other eligible primary care providers
3to locate in areas where health manpower shortages exist and to
4increase the total number of family practice physicians and
5other eligible primary care providers in the State.

8    Sec. 3. The terms specified in the following Sections 3.01
9through 3.08 have the meanings ascribed to them in those
10Sections unless the context of this Act otherwise requires.

13    Sec. 3.09. Eligible primary care providers. "Eligible
14primary care providers" means health care providers within
15specialties determined to be eligible by the U.S. Health
16Resources and Services Administration for the National Health
17Service Corps Loan Repayment Program.

19    Sec. 4.10. To establish programs a program, and the
20criteria for such programs program, for the repayment of the
21educational loans of primary care physicians and other eligible
22primary care providers who agree to serve in Designated
23Shortage Areas for a specified period of time, no less than 2

1years. Payments under this program may be made for the
2principal, interest and related expenses of government and
3commercial loans received by the individual for tuition
4expenses, and all other reasonable educational expenses
5incurred by the individual. The maximum annual payment which
6may be made to an individual under this law is $20,000, or 25%
7of the total covered educational indebtedness as provided in
8this Section, whichever is less. Payments made under this
9provision shall be exempt from Illinois State Income Tax. The
10Department may use tobacco settlement recovery funding or other
11available funding to implement this Section.

13    Section 99. Effective date. This Act takes effect upon
14becoming law.".
