SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/2-3.160 new

    Amends the School Code. Requires the State Board of Education to distribute to each school board information on screening instruments available to identify students who exhibit potential indicators of dyslexia and other reading disabilities. Requires a school board to select and implement age-appropriate screening instruments for the early diagnosis of dyslexia and other reading disabilities and to ensure that each kindergarten student enrolled in the school district is screened for dyslexia and other reading disabilities. Requires the State Board to develop and distribute to each school board guidance on appropriate intervention strategies for students diagnosed with dyslexia or other reading disabilities. Provides that, in the event that a student is determined to exhibit potential indicators of dyslexia or another reading disability, the school board shall ensure that the student receives a comprehensive assessment for the learning disorder and, in the event that a diagnosis is confirmed, the school board shall provide appropriate intervention strategies to the student. Sets forth requirements concerning professional development related to reading disabilities, the incorporation of the International Dyslexia Association's definition of dyslexia into administrative rules, and an additional written test for certain educator licensure candidates. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
52-3.160 as follows:
 
6    (105 ILCS 5/2-3.160 new)
7    Sec. 2-3.160. Dyslexia and other reading disabilities;
8requirements.
9    (a) This subsection (a) applies beginning with the
102014-2015 school year. The State Board of Education shall
11distribute to each school board information on screening
12instruments available to identify students who exhibit
13potential indicators of dyslexia and other reading
14disabilities pursuant to subsection (b) of this Section. The
15State Board shall provide information on the screening
16instruments appropriate for kindergarten students and on
17screening instruments that may be suitably used for older
18students. A school board shall select and implement
19age-appropriate screening instruments for the early diagnosis
20of dyslexia and other reading disabilities.
21    The State Board of Education shall develop and distribute
22to each school board guidance on appropriate intervention
23strategies for students diagnosed with dyslexia or other

1reading disabilities.
2    (b) This subsection (b) applies beginning with the
32014-2015 school year. A school board shall ensure that each
4kindergarten student enrolled in the school district is
5screened for dyslexia and other reading disabilities using a
6screening instrument selected pursuant to subsection (a) of
7this Section.
8    In the event that a student who would have been enrolled in
9kindergarten during or after the 2014-2015 school year enrolls
10in the district in grades one through 6 on or after the
11effective date of this amendatory Act of the 98th General
12Assembly and has no record of being previously screened for
13dyslexia or other reading disabilities pursuant to this
14Section, the school board shall ensure that the newly enrolled
15student is screened for dyslexia and other reading disabilities
16using a screening instrument selected pursuant to subsection
17(a) of this Section.
18    The screening must be administered by a teacher or other
19teaching staff member properly trained in the screening process
20for dyslexia and other reading disabilities.
21    (c) This subsection (c) applies beginning with the
222014-2015 school year. In the event that a student is
23determined through the screening conducted pursuant to
24subsection (b) of this Section to exhibit potential indicators
25of dyslexia or another reading disability, the school board
26shall ensure that the student receives a comprehensive

1assessment for the learning disorder. In the event that a
2diagnosis is confirmed, the school board shall provide
3appropriate intervention strategies to the student, including
4intense instruction on phonemic awareness, phonics and
5fluency, vocabulary, and reading comprehension.
6    (d) This subsection (d) applies beginning on September 1,
72016. The State Board of Education shall, as part of the
8professional development requirements for public school
9teachers, require each public school teacher to complete at
10least 20 hours of professional development instruction on the
11screening, intervention, accommodation, and use of technology
12for students with reading disabilities, including dyslexia,
13during each 5-year renewal cycle.
14    (e) Beginning in the 2014-2015 school year, the State Board
15of Education shall provide professional development
16opportunities related to reading disabilities, including
17dyslexia, to school district personnel. The professional
18development must be provided to general education, special
19education, and English as a second language teachers,
20instructional support staff, administrators, supervisors,
21child study team members, and speech and language specialists.
22The professional development opportunities must be designed to
23account for the various manners in which different school
24district personnel interact with or develop instructional
25programs for students with reading disabilities.
26    (f) The State Board of Education shall incorporate the

1International Dyslexia Association's definition of dyslexia
2into its administrative rules.
3    (g) Beginning on January 1, 2016, in addition to any other
4requirements set forth by the State Board of Education under
5Article 21B of this Code, candidates for licensure requesting a
6preschool through grade 3 endorsement, elementary school
7endorsement, or reading specialist endorsement shall pass a
8written test that includes, at a minimum, the following topics:
9        (1) the foundations of teaching reading;
10        (2) the basic rules of phonology, morphology, syntax,
11    and semantics of the English language;
12        (3) the diagnosis of reading difficulties;
13        (4) the development of reading comprehension; and
14        (5) reading assessment.
15    The State Board of Education shall adopt rules to
16effectuate this subsection (g), including any rules specifying
17additional topics deemed appropriate for inclusion on the
18written test.
 
19    Section 99. Effective date. This Act takes effect upon
20becoming law.
