SYNOPSIS AS INTRODUCED:
 
815 ILCS 505/2QQQ new

    Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for a person who is not the publisher to sell or offer for sale a magazine or other periodical subscription, either in person or by means of electronic communication, in a transaction in which: the requested price to be paid by the consumer is greater than the subscription price requested by the publisher of the magazine or other periodical; or an element of the contractual relationship between the person and the consumer is a supplemental cancellation fee to be paid by the consumer to the person if one or more subscriptions are canceled prior to the expiration date of the subscription and the person fails to disclose to the consumer, before the establishment of the contractual relationship, that the cancellation fee is an element of the transaction.

1    AN ACT concerning business.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Consumer Fraud and Deceptive Business
5Practices Act is amended by adding Section 2QQQ as follows:
 
6    (815 ILCS 505/2QQQ new)
7    Sec. 2QQQ. Magazine and periodical subscriptions.
8    (a) It is an unlawful practice within the meaning of this
9Act for a person who is not the publisher to sell or offer for
10sale a magazine or other periodical subscription, either in
11person or by means of electronic communication, in a
12transaction in which the requested price to be paid by the
13consumer is greater than the subscription price requested by
14the publisher of the magazine or other periodical.
15    (b) It is an unlawful practice within the meaning of this
16Act for a person who is not the publisher to sell or offer for
17sale a magazine or other periodical subscription, either in
18person or by means of electronic communication, in a
19transaction in which (1) an element of the contractual
20relationship between the person and the consumer is a
21supplemental cancellation fee to be paid by the consumer to the
22person if one or more subscriptions are canceled prior to the
