SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/1-11

    Amends the Election Code. Provides that each election authority shall conduct early voting in a high traffic location on the campus of a community college within the election authority's jurisdiction. Provides that provisions requiring early voting at public universities apply in all election years (instead of 2012 only), and eliminates the repeal of those provisions. Effective immediately.

1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Election Code is amended by changing Section
51-11 as follows:
 
6    (10 ILCS 5/1-11)
7    (Section scheduled to be repealed on May 31, 2013)
8    Sec. 1-11. Public university and community college voting.
9Each For the 2012 general election, each appropriate election
10authority shall, in addition to the early voting conducted at
11locations otherwise required by law, conduct early voting in a
12high traffic location on the campus of a community college or
13public university within the election authority's
14jurisdiction. For the purposes of this Section, "public
15university" means the University of Illinois at its campuses in
16Urbana-Champaign and Springfield, Southern Illinois University
17at its campuses in Carbondale and Edwardsville, Eastern
18Illinois University, Illinois State University, Northern
19Illinois University, and Western Illinois University at its
20campuses in Macomb and Moline. For the purposes of this
21Section, "community college" has the meaning provided by
22Section 1-2 of the Public Community College Act.
23    The voting required by this Section to be conducted on

1campus must be conducted as otherwise required by Article 19A
2of this Code. If an election authority has voting equipment
3that can accommodate a ballot in every form required in the
4election authority's jurisdiction, then the election authority
5shall extend early voting under this Section to any registered
6voter in the election authority's jurisdiction. However, if the
7election authority does not have voting equipment that can
8accommodate a ballot in every form required in the election
9authority's jurisdiction, then the election authority may
10limit early voting under this Section to registered voters in
11precincts where the public university or community college is
12located and precincts bordering the community college or
13university. Each public university and community college shall
14make the space available in a high traffic area for, and
15cooperate and coordinate with the appropriate election
16authority in, the implementation of this Section. This Section
17is repealed on May 31, 2013.

19    Section 99. Effective date. This Act takes effect upon
20becoming law.
