AMENDMENT TO HOUSE BILL 1868

2    AMENDMENT NO. ______. Amend House Bill 1868 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by changing Section
521-10 as follows:
 
6    (105 ILCS 5/21-10)  (from Ch. 122, par. 21-10)
7    (Section scheduled to be repealed on June 30, 2013)
8    Sec. 21-10. Provisional certificate.
9    (A) (Blank).
10    (B) Beginning After July 1, 2013 1972, the State Educator
11Preparation and Licensure Teacher Certification Board may
12issue a provisional certificate valid for teaching in early
13childhood, elementary, high school, or special subject fields,
14or for providing service as school service personnel or for
15administering schools, subject to the following conditions: A
16provisional certificate may be issued to a person who meets the

1requirements for a regular teaching, school service personnel,
2or administrative certificate in another state State and who
3presents certified evidence of having earned a bachelor's
4degree from a recognized institution of higher learning. The
5academic and professional courses offered as a basis of the
6provisional certificate shall be courses approved by the State
7Board of Education, in consultation with the State Educator
8Preparation and Licensure Teacher Certification Board. A
9certificate earned under this plan is valid for a period of 2
10years and shall not be renewed.
11    (C) The State Educator Preparation and Licensure Teacher
12Certification Board may also issue a provisional vocational
13certificate and a temporary provisional vocational
14certificate.
15        (1) The requirements for a provisional vocational
16    certificate shall be determined by the State Board of
17    Education, in consultation with the State Educator
18    Preparation and Licensure Teacher Certification Board;
19    provided, the following minimum requirements are met: (a)
20    (blank); after July 1, 1972, at least 30 semester hours of
21    credit from a recognized institution of higher learning;
22    and (b) after July 1, 1974, at least 60 semester hours of
23    credit from a recognized institution of higher learning. A
24    bachelor's degree is not required for this certificate.
25        (2) The requirements for a temporary provisional
26    vocational certificate shall be determined by the State

1    Board of Education, in consultation with the State Educator
2    Preparation and Licensure Teacher Certification Board;
3    provided, the following minimum requirements are met: (a)
4    (blank); after July 1, 1973, at least 4,000 hours of work
5    experience in the skill to be certified for teaching; and
6    (b) after July 1, 1975, at least 8,000 hours of work
7    experience in the skill to be certified for teaching. Any
8    certificate issued under the provisions of this paragraph
9    (2) shall expire on June 30 following the date of issue.
10    Renewals may be granted on a yearly basis, but shall not be
11    granted to any person who does not file with the State
12    Educator Preparation and Licensure Teacher Certification
13    Board a transcript showing at least 3 semester hours of
14    credit earned during the previous year in a recognized
15    institution of learning. No such certificate shall be
16    issued except upon certification by the employing board,
17    subject to the approval of the regional superintendent of
18    schools, that no qualified teacher holding a regular
19    certificate or license or a provisional vocational
20    certificate is available and that actual circumstances and
21    need require such issuance.
22    The courses or work experience offered as a basis for the
23issuance of the provisional vocational certificate or the
24temporary provisional vocational certificate shall be approved
25by the State Board of Education, in consultation with the State
26Educator Preparation and Licensure Teacher Certification

1Board.
2    (D) (Blank).
3    (E) Notwithstanding anything in this Code Act to the
4contrary, the State Educator Preparation and Licensure Teacher
5Certification Board shall issue part-time provisional
6certificates to eligible individuals who are professionals and
7craftsmen.
8    The requirements for a part-time provisional teachers
9certificate shall be determined by the State Board of
10Education, in consultation with the State Educator Preparation
11and Licensure Teacher Certification Board, provided the
12following minimum requirements are met: 60 semester hours of
13credit from a recognized institution of higher learning or
144,000 4000 hours of work experience in the skill to be
15certified for teaching.
16    A part-time provisional certificate may be issued for
17teaching no more than 2 courses of study for grades 6 through
1812.
19    A part-time provisional teachers certificate shall be
20valid for 2 years and may be renewed at the end of each 2 year
21period.
22    (F) (Blank). This Section is repealed on June 30, 2013.
23    (G) A person who qualifies for a certificate under this
24Section is not required to hold a license under Article 21B of
25this Code.

1    Section 99. Effective date. This Act takes effect July 1,
