AMENDMENT TO HOUSE BILL 1530

2    AMENDMENT NO. ______. Amend House Bill 1530 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Vehicle Code is amended by
5changing Section 3-698 as follows:
 
6    (625 ILCS 5/3-698)
7    Sec. 3-698. U.S. Air Force License Plates.
8    (a) The Secretary, upon receipt of all applicable fees and
9applications made in the form prescribed by the Secretary of
10State, may issue special registration plates designated as U.S.
11Air Force license plates to residents of Illinois who meet
12eligibility requirements prescribed by the Secretary of State.
13Upon the death of a person that has been issued U.S. Air Force
14license plates under this Section, that person's surviving
15spouse shall be entitled to retain the plates so long as the
16surviving spouse is a resident of Illinois and transfers the

1registration to his or her name within 90 days of their
2spouse's death. The special plate issued under this Section
3shall be affixed only to passenger vehicles of the first
4division, motor vehicles of the second division weighing not
5more than 8,000 pounds, and recreational vehicles as defined by
6Section 1-169 of this Code. Plates issued under this Section
7shall expire according to the multi-year procedure established
8by Section 3-414.1 of this Code.
9    (b) The design, color, and format of the plates shall be
10wholly within the discretion of the Secretary of State, except
11that the U.S. Air Force emblem shall appear on the plates. The
12Secretary may, in his or her discretion, allow the plates to be
13issued as vanity or personalized plates in accordance with
14Section 3-405.1 of this Code. The plates are not required to
15designate "Land Of Lincoln", as prescribed in subsection (b) of
16Section 3-412 of this Code. The Secretary shall prescribe the
17eligibility requirements and, in his or her discretion, shall
18approve and prescribe stickers or decals as provided under
19Section 3-412.
20    (c) An applicant shall be charged a $20 fee for original
21issuance in addition to the applicable registration fee. Of
22this additional fee, $15 shall be deposited into the Secretary
23of State Special License Plate Fund and $5 shall be deposited
24into the Octave Chanute Aerospace Heritage Fund. For each
25registration renewal period, a $20 fee, in addition to the
26appropriate registration fee, shall be charged. Of this

1additional fee, $2 shall be deposited into the Secretary of
2State Special License Plate Fund and $18 shall be deposited
3into the Octave Chanute Aerospace Heritage Fund.
4    (d) The Octave Chanute Aerospace Heritage Fund is created
5as a special fund in the State treasury. All moneys in the
6Octave Chanute Aerospace Heritage Fund shall be paid, subject
7to appropriation by the General Assembly and approval by the
8Secretary, as grants to the Octave Chanute Aerospace Heritage
9Foundation of Illinois for operational and program expenses of
10the Chanute Air Museum.
