AMENDMENT TO HOUSE BILL 1390

2    AMENDMENT NO. ______. Amend House Bill 1390 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The General Assembly Compensation Act is
5amended by changing Section 1 as follows:
 
6    (25 ILCS 115/1)  (from Ch. 63, par. 14)
7    Sec. 1. Salary; stipends; travel, food, and lodging
8reimbursement.
9    (a) Each member of the General Assembly shall receive an
10annual salary of $28,000 or as set by the Compensation Review
11Board, whichever is greater.
12    (b) The following named officers, committee chairmen, and
13committee minority spokesmen shall receive additional amounts
14per year for their services as such officers , committee
15chairmen and committee minority spokesmen respectively, as set
16by the Compensation Review Board or, as follows, whichever is

1greater:
2        (1) during terms of office beginning on or after
3    Beginning the second Wednesday in January of 1989 but
4    before the second Wednesday in January of 2015,
5            (A) the Speaker and the minority leader of the
6        House of Representatives and the President and the
7        minority leader of the Senate, $16,000 each;
8            (B) the majority leader in the House of
9        Representatives $13,500;
10            (C) 6 assistant majority leaders and 5 assistant
11        minority leaders in the Senate, $12,000 each;
12            (D) 6 assistant majority leaders and 6 assistant
13        minority leaders in the House of Representatives,
14        $10,500 each;
15            (E) 2 Deputy Majority leaders in the House of
16        Representatives $11,500 each; and
17            (F) 2 Deputy Minority leaders in the House of
18        Representatives, $11,500 each; the majority caucus
19        chairman and minority caucus chairman in the Senate,
20        $12,000 each; and
21        (2) during terms of office beginning on or after the
22    second Wednesday in January of , 1989 but before the second
23    Wednesday in January of 2015, the majority conference
24    chairman and the minority conference chairman in the House
25    of Representatives, $10,500 each; and
26        (3) during terms of office beginning on or after the

1    second Wednesday in January, 1989 but before the second
2    Wednesday in January of 2015, the chairman and minority
3    spokesman of each standing committee of the Senate, except
4    the Rules Committee, the Committee on Committees, and the
5    Committee on Assignment of Bills, $6,000 each; and
6        (4) during terms of office beginning on or after the
7    second Wednesday in January of , 1989 but before the second
8    Wednesday in January of 2015, the chairman and minority
9    spokesman of each standing and select committee of the
10    House of Representatives, $6,000 each.
11    During any term of office beginning on or after the second
12Wednesday in January, 2015, none of the officers named in this
13subsection (b) shall receive additional compensation for their
14service in any of the positions listed in this subsection (b).
15    A member who serves in more than one position as an
16officer, committee chairman, or committee minority spokesman
17shall receive only one additional amount based on the position
18paying the highest additional amount.
19    (c) The compensation provided for in this Section to be
20paid per year to members of the General Assembly, including the
21additional sums payable per year to officers of the General
22Assembly shall be paid in 12 equal monthly installments. The
23first such installment is payable on January 31, 1977. All
24subsequent equal monthly installments are payable on the last
25working day of the month. A member who has held office any part
26of a month is entitled to compensation for an entire month.

1    (d) Mileage shall be paid at the rate of 20 cents per mile
2before January 9, 1985, and at the mileage allowance rate in
3effect under regulations promulgated pursuant to 5 U.S.C.
45707(b)(2) beginning January 9, 1985, for the number of actual
5highway miles necessarily and conveniently traveled by the most
6feasible route to be present upon convening of the sessions of
7the General Assembly by such member in each and every trip
8during each session in going to and returning from the seat of
9government, to be computed by the Comptroller. A member
10traveling by public transportation for such purposes, however,
11shall be paid his actual cost of that transportation instead of
12on the mileage rate if his cost of public transportation
13exceeds the amount to which he would be entitled on a mileage
14basis. No member may be paid, whether on a mileage basis or for
15actual costs of public transportation, for more than one such
16trip for each week the General Assembly is actually in session.
17Each member shall also receive an allowance of $36 per day for
18lodging and meals while in attendance at sessions of the
19General Assembly before January 9, 1985; beginning January 9,
201985, such food and lodging allowance shall be equal to the
21amount per day permitted to be deducted for such expenses under
22the Internal Revenue Code; however, beginning May 31, 1995, no
23allowance for food and lodging while in attendance at sessions
24is authorized for periods of time after the last day in May of
25each calendar year, except (i) if the General Assembly is
26convened in special session by either the Governor or the

1presiding officers of both houses, as provided by subsection
2(b) of Section 5 of Article IV of the Illinois Constitution or
3(ii) if the General Assembly is convened to consider bills
4vetoed, item vetoed, reduced, or returned with specific
5recommendations for change by the Governor as provided in
6Section 9 of Article IV of the Illinois Constitution. For
7fiscal year 2011 and for session days in fiscal years 2012 and
82013 only (i) the allowance for lodging and meals is $111 per
9day and (ii) mileage for automobile travel shall be reimbursed
10at a rate of $0.39 per mile.
11    Notwithstanding any other provision of law to the contrary,
12beginning in fiscal year 2012, travel reimbursement for General
13Assembly members on non-session days shall be calculated using
14the guidelines set forth by the Legislative Travel Control
15Board, except that fiscal year 2012 and 2013 mileage
16reimbursement is set at a rate of $0.39 per mile.
17    (e) If a member dies having received only a portion of the
18amount payable as compensation, the unpaid balance shall be
19paid to the surviving spouse of such member, or, if there be
20none, to the estate of such member.

23    Section 99. Effective date. This Act takes effect upon
24becoming law.".
