SYNOPSIS AS INTRODUCED:
 
ILCON Art. IV, Sec. 8

    Proposes to amend the Legislature Article of the Illinois Constitution in relation to the passage of bills. Provides that a bill that takes effect after January 1, 2013 and amends the Illinois Pension Code or a successor Act must be limited to one of the following: (i) amendments affecting a single pension fund, retirement system, entity, or plan established or to be established under the Code or successor Act, (ii) amendments to a single plan or general provision that governs a related group of pension funds or retirement systems, (iii) amendments necessarily affecting more than one pension fund or retirement system, such as transfers of participants or credits, or (iv) amendments for the codification, revision, or rearrangement of laws. Effective upon being declared adopted.

3    RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
5CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to amend Section 8 of Article IV
9as follows:

13SECTION 8. PASSAGE OF BILLS
14    (a) The enacting clause of the laws of this State shall be:
15"Be it enacted by the People of the State of Illinois,
16represented in the General Assembly."
17    (b) The General Assembly shall enact laws only by bill.
18Bills may originate in either house, but may be amended or
19rejected by the other.
20    (c) No bill shall become a law without the concurrence of a
21majority of the members elected to each house. Final passage of
22a bill shall be by record vote. In the Senate at the request of

1two members, and in the House at the request of five members, a
2record vote may be taken on any other occasion. A record vote
3is a vote by yeas and nays entered on the journal.
4    (d) A bill shall be read by title on three different days
5in each house. A bill and each amendment thereto shall be
6reproduced and placed on the desk of each member before final
7passage.
8    Bills, except bills for appropriations and for the
9codification, revision or rearrangement of laws, shall be
10confined to one subject. Appropriation bills shall be limited
11to the subject of appropriations. A bill that takes effect
12after January 1, 2013 and amends the Illinois Pension Code or a
13successor Act must be limited to one of the following: (i)
14amendments affecting a single pension fund, retirement system,
15entity, or plan established or to be established under the Code
16or successor Act, (ii) amendments to a single plan or general
17provision that governs a related group of pension funds or
18retirement systems, (iii) amendments necessarily affecting
19more than one pension fund or retirement system, such as
20transfers of participants or credits, or (iv) amendments for
21the codification, revision, or rearrangement of laws.
22    A bill expressly amending a law shall set forth completely
23the sections amended.
24    The Speaker of the House of Representatives and the
25President of the Senate shall sign each bill that passes both
26houses to certify that the procedural requirements for passage

SCHEDULE
4    This Constitutional Amendment takes effect upon being
5declared adopted in accordance with Section 7 of the Illinois
6Constitutional Amendment Act.
