SYNOPSIS AS INTRODUCED:
 
ILCON Art. IV, Sec. 8.1 new

    Proposes to amend the Legislative Article of the Illinois Constitution concerning the passage of revenue bills. Provides that any bill resulting in the increase of revenue to the State may become law only by a vote of three-fifths of the members in each house of the General Assembly. Provides that each house of the General Assembly shall have a revenue committee. Provides that there shall be 25 members on the revenue committee in the House of Representatives. Provides that there shall be 13 members on the revenue committee in the Senate. Provides that revenue committee members may be removed from the committee only by a majority, recorded, roll call vote of all members of the committee's respective chamber. Provides that revenue committees may not vote upon a bill until a public hearing has been held. Effective on approval by the electors.

3    RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
5CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to add Section 8.1 of Article IV
9of the Illinois Constitution as follows:

12    (ILCON Art. IV, Sec. 8.1 new)
13SECTION 8.1. Passage of Revenue Bills.
14    (a) Notwithstanding Section 8 of this Article IV, a bill
15that would result in the increase of revenue to the State may
16become law only with the concurrence of three-fifths of the
17members elected to each house of the General Assembly.
18    (b) Each house of the General Assembly shall have a revenue
19committee. It shall be the sole and the exclusive
20responsibility of the revenue committees to consider all bills
21that would result in an increase or decrease of revenue to the
22State. A bill pending in a revenue committee must be approved
23by a majority of members of that committee before it is sent to
24the full house for consideration or vote.

1    (c) There shall be 25 members on the revenue committee in
2the House of Representatives. The members of the House Revenue
3Committee shall be appointed by the Speaker of the House and
4the House Minority Leader. The membership of the committee
5shall be proportionally as close arithmetically as possible to
6the percentage of members in the House of Representatives who
7vote for the Speaker and who vote for the Minority Leader.
8    There shall be 13 members on the revenue committee in the
9Senate. The members of the Senate Revenue Committee shall be
10appointed by the President of the Senate and the Senate
11Minority Leader. The membership of the committee shall be
12proportionally as close arithmetically as possible to the
13percentage of members in the Senate who vote for the Senate
14President and who vote for the Senate Minority Leader.
15    Revenue committee members may be removed from the committee
16only by a majority, recorded, roll call vote of all members of
17the committee's respective chamber. No member of the General
18Assembly may serve more than 4 consecutive years on a revenue
19committee.
20    (d) The revenue committees may not vote upon a bill until a
21public hearing on the bill has been held. Reasonable notice of
22the hearing, in no event less than 2 weeks, shall be given to
23the public.
