SENATE JOINT RESOLUTION

 
2    WHEREAS, The United States Department of Energy has
3announced its intentions to issue a Funding Opportunity
4Announcement for the management and operation of an Energy
5Storage Hub, estimated to be funded at $20 million per year for
65 years; Congress has appropriated $20 million in FY 2012 to
7initially fund the Hub; and
 
8    WHEREAS, The Energy Storage Hub will bring together
9world-class research talent to focus on the grand challenges of
10energy storage, finding new green, cost-effective ways to store
11energy from renewable resources, and leverage smart grid
12investments; and
 
13    WHEREAS, The educational benefit for the faculty and
14students of Illinois universities and staff from Illinois
15companies will gain much from the proximity of the Hub in
16Illinois in developing collaborations for research in chemical
17technologies and materials science; and
 
18    WHEREAS, The siting of the Energy Storage Hub in Illinois
19will help speed the pace of innovation in this critical new
20industry and will position Illinois as a national leader in
21green energy technologies and job creation; and

1    WHEREAS, Scientists and engineers at Argonne National
2Laboratory, Northwestern University, the University of
3Chicago, and the University of Illinois at Urbana-Champaign,
4along with their partners, have already laid the conceptual
5groundwork for the operation for the Energy Storage Hub; and
 
6    WHEREAS, The State of Illinois has a proven record of
7support for Argonne and Illinois universities for projects such
8as the Energy Storage Hub; therefore, be it
 
9    RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
10ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
11CONCURRING HEREIN, that we pledge our support for Argonne
12National Laboratory and its bid to be the home of the Energy
13Storage Hub, and state our intention to provide support as
14necessary in order for the Hub to be located at Argonne; and be
15it further
 
16    RESOLVED, That we strongly encourage the United States
17Department of Energy to consider Argonne and the Illinois
18university in light of their expertise and experience with the
19concepts and operation of the Energy Storage Hub, which make
20the State of Illinois a natural fit for the location of these
21exciting new technologies with the potential to improve quality
22of life and create new jobs; and be it further

1    RESOLVED, That suitable copies of this resolution be
2delivered to President Barack Obama and Vice President Joe
3Biden, Secretary Steven Chu of the U.S. Department of Energy,
4the members of the Illinois congressional delegation, and
5Governor Pat Quinn.
