SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-699 new

    Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of Alzheimer's Awareness license plates. Creates the Alzheimer's Awareness Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $25 for original issuance of the plates and at renewal. Provides that $15 of the additional fee at original issuance and $2 of the additional fee at renewal shall be deposited into the Secretary of State Special License Plate Fund, and that $10 of the additional fee at original issuance and $23 of the additional fee at renewal shall be deposited into the Alzheimer's Awareness Fund. Provides that moneys in the Alzheimer's Awareness Fund shall be paid as grants to the Alzheimer's Disease and Related Disorders Association, Greater Illinois Chapter, for Alzheimer's care, support, education, and awareness programs.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.811 as follows:
 
6    (30 ILCS 105/5.811 new)
7    Sec. 5.811. The Alzheimer's Awareness Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-699 as follows:
 
10    (625 ILCS 5/3-699 new)
11    Sec. 3-699. Alzheimer's Awareness license plates.
12    (a) The Secretary, upon receipt of an application made in
13the form prescribed by the Secretary, may issue special
14registration plates designated as Alzheimer's Awareness
15license plates. The special plates issued under this Section
16shall be affixed only to passenger vehicles of the first
17division and motor vehicles of the second division weighing not
18more than 8,000 pounds. Plates issued under this Section shall
19expire according to the multi-year procedure established by
20Section 3-414.1 of this Code.
21    (b) The design and color of the plates is wholly within the

1discretion of the Secretary. The Secretary may allow the plates
2to be issued as vanity plates or personalized under Section
33-405.1 of the Code. The Secretary shall prescribe stickers or
4decals as provided under Section 3-412 of this Code.
5    (c) An applicant for the special plate shall be charged a
6$25 fee for original issuance in addition to the appropriate
7registration fee. Of this fee, $10 shall be deposited into the
8Alzheimer's Awareness Fund and $15 shall be deposited into the
9Secretary of State Special License Plate Fund, to be used by
10the Secretary to help defray administrative processing costs.
11    For each registration renewal period, a $25 fee, in
12addition to the appropriate registration fee, shall be charged.
13Of this fee, $23 shall be deposited into the Alzheimer's
14Awareness Fund and $2 shall be deposited into the Secretary of
15State Special License Plate Fund.
16    (d) The Alzheimer's Awareness Fund is created as a special
17fund in the State treasury. All money in the Alzheimer's
18Awareness Fund shall be paid, subject to appropriation by the
19General Assembly and distribution by the Secretary, as grants
20to the Alzheimer's Disease and Related Disorders Association,
21Greater Illinois Chapter, for Alzheimer's care, support,
22education, and awareness programs.
