    Amends the Illinois Vehicle Code. Defines "in-line speed skates". Provides that traffic laws apply to persons using in-line speed skates and that persons using in-line speed skates shall be granted all of the rights and subjected to all of the duties applicable to drivers of vehicles under the Code, with certain exceptions. Provides that in-line speed skaters may not attach themselves to any vehicle upon a roadway. Contains provisions concerning the position of in-line skaters on highways, left-turn protocol, turn and stop signals, and racing.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5the heading of Article XV of Chapter 11 and Sections 11-1502,
611-1504, 11-1505, 11-1505.1, 11-1510, 11-1511, and 11-1514 and
7by adding Section 1-131.5 as follows:
 
8    (625 ILCS 5/1-131.5 new)
9    Sec. 1-131.5. In-line speed skates. Roller skates (1) that
10are equipped with wheels arranged in a straight line and (2) on
11which the top of the boot affixed to the frame holding the
12wheels does not extend more than one inch above the wearer's
13ankle joint.

ARTICLE XV. BICYCLES AND IN-LINE SPEED SKATES

17    Sec. 11-1502. Traffic laws apply to persons riding bicycles
18or using in-line speed skates. Every person riding a bicycle or
19using in-line speed skates upon a highway shall be granted all
20of the rights and shall be subject to all of the duties
21applicable to the driver of a vehicle by this Code, except as

1to special regulations in this Article XV and except as to
2those provisions of this Code which by their nature can have no
3application.

6    Sec. 11-1504. Clinging to vehicles. No person riding upon
7any bicycle, coaster, roller skates, sled, or toy vehicle, or
8using in-line speed skates shall attach the same or himself to
9any vehicle upon a roadway.

12    Sec. 11-1505. Position of bicycles, and motorized pedal
13cycles, and in-line speed skates on roadways - Riding and
14skating on roadways and bicycle paths.
15    (a) Any person operating a bicycle or motorized pedal cycle
16or using in-line speed skates upon a roadway at less than the
17normal speed of traffic at the time and place and under the
18conditions then existing shall ride as close as practicable and
19safe to the right-hand curb or edge of the roadway except under
20the following situations:
21        1. When overtaking and passing another bicycle,
22    motorized pedal cycle, skater, or vehicle proceeding in the
23    same direction; or
24        2. When preparing for a left turn at an intersection or

1    into a private road or driveway; or
2        3. When reasonably necessary to avoid conditions
3    including, but not limited to, fixed or moving objects,
4    parked or moving vehicles, bicycles, motorized pedal
5    cycles, pedestrians, animals, surface hazards, or
6    substandard width lanes that make it unsafe to continue
7    along the right-hand curb or edge. For purposes of this
8    subsection, a "substandard width lane" means a lane that is
9    too narrow for a bicycle, or motorized pedal cycle, or
10    in-line speed skater and a vehicle to travel safely side by
11    side within the lane; or .
12        4. When approaching a place where a right turn is
13    authorized.
14    (b) Any person operating a bicycle or motorized pedal cycle
15or using in-line speed skates upon a one-way highway with two
16or more marked traffic lanes may ride or skate as near the
17left-hand curb or edge of such roadway as practicable.

20    Sec. 11-1505.1. Persons riding bicycles or motorized pedal
21cycles or using in-line speed skates upon a roadway shall not
22ride or skate more than 2 abreast, except on paths or parts of
23roadways set aside for their exclusive use. Persons riding or
24skating 2 abreast shall not impede the normal and reasonable
25movement of traffic and, on a laned roadway, shall ride or

1skate within a single lane subject to the provisions of Section
211-1505.

5    Sec. 11-1510. Left Turns.
6    (a) A person riding a bicycle or moped or using in-line
7speed skates intending to turn left shall follow a course
8described in Section 11-801 or in paragraph (b) of this
9Section.
10    (b) A person riding a bicycle or moped or using in-line
11speed skates intending to turn left shall approach the turn as
12close as practicable to the right curb or edge of the roadway.
13After proceeding across the intersecting roadway to the far
14corner of the curb or intersection of the roadway edges, the
15bicyclist, skater, or moped driver shall stop, as much as
16practicable out of the way of traffic. After stopping the
17person shall yield to any traffic proceeding in either
18direction along the roadway such person had been using. After
19yielding, the bicyclist, skater, bicycle or moped driver shall
20comply with any official traffic control device or police
21officer regulating traffic on the highway along which he
22intends to proceed, and the bicyclist, skater, or moped driver
23may proceed in the new direction.
24    (c) Notwithstanding the foregoing provisions, the
25Department and local authorities in their respective

1jurisdictions may cause official traffic-control devices to be
2placed and thereby require and direct that a specific course be
3traveled by turning bicyclists, skaters, and moped drivers,
4bicycles and moped, and when such devices are so placed, no
5person shall turn a bicycle or moped other than as directed and
6required by such devices.

9    Sec. 11-1511. Turn and stop signals. (a) Except as provided
10in this Section, a person riding a bicycle or using in-line
11speed skates shall comply with Section 11-804.
12    (b) A signal of intention to turn right or left when
13required shall be given during not less than the last 100 feet
14traveled by the bicycle or skater before turning, and shall be
15given while the bicycle or skater is stopped waiting to turn. A
16signal by hand and arm need not be given continuously if the
17hand is needed in the control or operation of the bicycle.

21Bicycle or in-line speed skate racing on a highway shall not be
22unlawful when a racing event has been approved by State or
23local authorities on any highway under their respective

1highway racing events shall be granted only under conditions
2which assure reasonable safety for all race participants,
3spectators and other highways users, and which prevent
4unreasonable interference with traffic flow which would
5seriously inconvenience other highway users.
6    (b) By agreement with the approving authority,
7participants in an approved bicycle or in-line speed skate
8highway racing event may be exempted from compliance with any
9traffic laws otherwise applicable thereto, provided that
10traffic control is adequate to assure the safety of all highway
11users.
