SYNOPSIS AS INTRODUCED:
 
20 ILCS 505/8  from Ch. 23, par. 5008

    Amends the Children and Family Services Act. Changes the class of persons who qualify for scholarships and fee waivers granted by the Department of Children and Family Services to youth (rather than children) under care, youth who aged out of care at age 18 or older, or youth (rather than children) formerly under the care who have been adopted or are in a guardianship placement (rather than subsidized guardianship program). Limits the Department's selection of scholarship recipients to students who have earned a high school diploma from an accredited institution or a certificate of general education development (GED), or who have met the State criteria for high school graduation (rather than students who have completed 4 years in an accredited high school). Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Children and Family Services Act is amended
5by changing Section 8 as follows:
 
6    (20 ILCS 505/8)  (from Ch. 23, par. 5008)
7    Sec. 8. Scholarships and fee waivers. Each year the
8Department may select from among the youth children under care,
9youth who aged out of care at age 18 or older, or youth or
10children formerly under care who have been adopted or are in a
11guardianship placement the subsidized guardianship program, a
12maximum of 48 students (at least 4 of whom shall be children of
13veterans) who have earned a high school diploma from an
14accredited institution or a certificate of general education
15development (GED), or who have met the State criteria for high
16school graduation; the youth completed 4 years in an accredited
17high school; the children selected shall be eligible for
18scholarships and fee waivers which will entitle them to 4
19consecutive years of community college, university, or college
20education. Selection shall be made on the basis of scholastic
21record, aptitude, and general interest in higher education. In
22accordance with this Act, tuition scholarships and fee waivers
23shall be available to such students at any university or

1college maintained by the State of Illinois. The Department
2shall provide maintenance and school expenses, except tuition
3and fees, during the academic years to supplement the students'
4earnings or other resources so long as they consistently
5maintain scholastic records which are acceptable to their
6schools and to the Department. Students may attend other
7colleges and universities, if scholarships are awarded them,
8and receive the same benefits for maintenance and other
9expenses as those students attending any Illinois State
10community college, university, or college under this Section.

12    Section 99. Effective date. This Act takes effect upon
13becoming law.
