1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois is
6amended by changing Section 605-615 as follows:
 
7    (20 ILCS 605/605-615)  (was 20 ILCS 605/46.19e)
8    Sec. 605-615. Assistance with exports. The The Department
9shall have the following duties and responsibilities in regard
10to the Civil Administrative Code of Illinois:
11    (1) To establish or cosponsor mentoring conferences,
12utilizing experienced manufacturing exporters, to explain and
13provide information to prospective export manufacturers and
14businesses concerning the process of exporting to both domestic
15and international opportunities.
16    (2) To provide technical assistance to prospective export
17manufacturers and businesses seeking to establish domestic and
18international export opportunities.
19    (3) To coordinate with the Department's Small Business
20Development Centers to link buyers with prospective export
21manufacturers and businesses.
22    (4) To promote, both domestically and abroad, products made
23in Illinois in order to inform consumers and buyers of their

1high quality standards and craftsmanship.
2    (5) To provide technical assistance toward establishment
3of export trade corporations in the private sector.
4    (6) To develop an electronic data base to compile
5information on international trade and investment activities
6in Illinois companies, provide access to research and business
7opportunities through external data bases, and connect this
8data base through international communication systems with
9appropriate domestic and worldwide networks users.
10    (7) To collect and distribute to foreign commercial
11libraries directories, catalogs, brochures, and other
12information of value to foreign businesses considering doing
13business in this State.
14    (8) To establish an export finance awareness program to
15provide information to banking organizations about methods
16used by banks to provide financing for businesses engaged in
17exporting and about other State and federal programs to promote
18and expedite export financing.
19    (9) To undertake a survey of Illinois' businesses to
20identify exportable products and the businesses interested in
21exporting.
