HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to honor Representative Chapin Rose for
4his service and accomplishments in the Illinois House of
5Representatives and congratulate him on his recent election to
6the 51st Illinois State Senate District; and
 
7    WHEREAS, Chapin Rose was born and raised in central
8Illinois; having grown up in the college town of Charleston, he
9has a lifelong passion for higher education and a special place
10in his heart for Eastern Illinois University and Panther
11Athletics; and
 
12    WHEREAS, Upon graduating from Charleston High School,
13Chapin Rose enrolled in and earned his bachelor's degree from
14the University of Illinois; he also graduated from the
15University of Illinois College of Law and is a lifetime member
16of the University of Illinois Alumni Association and a proud
17supporter of Fighting Illini Athletics; and
 
18    WHEREAS, Before beginning his service with the Illinois
19House in 2003, Representative Rose served as a Senior Assistant
20State's Attorney in Champaign County with a felony caseload;
21and

1    WHEREAS, Representative Chapin Rose has been a tireless
2advocate for families and institutions in his district,
3promoting jobs, agriculture and support for local universities
4and community colleges; and
 
5    WHEREAS, As Co-Chairman of the House Republican
6Methamphetamine Task Force, Representative Rose helped
7organize public hearings across the State and spearheaded the
8passage of a comprehensive legislative package cracking down on
9meth makers and diminishing the dangerous drug's impact on
10local families and communities; and
 
11    WHEREAS, Calling on his experience as a former prosecutor,
12Chapin Rose helped implement a comprehensive and much needed
13rewrite of the State of Illinois' Criminal Code; and
 
14    WHEREAS, Representative Rose worked in a bipartisan
15fashion on the House Medicaid Working Group to craft and pass
16landmark cost-saving Medicaid reforms; and
 
17    WHEREAS, Representative Rose worked with State colleges
18and universities to fundamentally change the way our
19institutions of higher education are funded through
20Performance Based Budgeting for universities; and
 
21    WHEREAS, Representative Rose championed support for

1Eastern Illinois University's Fine Arts Center project and its
2Renewable Energy Center, the University of Illinois' Allerton
3Park, and various projects and programs at Parkland and
4Lakeland Colleges - both institutions that he attended as a
5student during his formative years; and
 
6    WHEREAS, Representative Rose played a key role in the
7impeachment of former Governor Rod Blagojevich and is the only
8member of the General Assembly in State history to testify at
9the impeachment trial of a sitting governor; and
 
10    WHEREAS, Representative Chapin Rose has received numerous
11awards for his work in the General Assembly, including the 2003
12Bowhay Fellowship Award from the Midwestern Legislative
13Conference, the Legislator of the Year award from the Illinois
14Drug Education Alliance, the Illinois Farm Bureau/Activator
15"Friend of Agriculture" Award during each term of office, the
16Illinois Alcoholism and Drug Dependence Association's 2005
17Legislative Leadership Award, the Douglas County Regional
18Prevention Group's Certificate of Recognition for
19Methamphetamine Awareness in Central Illinois in 2006, and the
20Illinois Civil Justice League's 2007 Friends of Fairness Award;
21he was also a member of the inaugural class of the prestigious
22Edgar Fellows; and
 
23    WHEREAS, Representative Rose and his wife, Camille, are the

1proud parents of 4 children, Jack, Annie, Kyra, and Grace; and
 
2    WHEREAS, The members of the Illinois House will miss both
3the dedication and humor with which Representative Rose has
4tackled the issues that come before this chamber and wish him
5well in the new challenges that await him in the Illinois
6Senate; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9we honor Representative Chapin Rose on his service and
10accomplishments in the Illinois House, congratulate him on his
11recent election to the 51st Illinois State Senate District, and
12wish him continued success in the future; and be it further
 
13    RESOLVED, That a suitable copy of this resolution be
14presented to Representative Chapin Rose as an expression of our
15esteem and respect.
