HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate State Representative
4Harry "Randy" Ramey on his service and accomplishments in the
5General Assembly; and
 
6    WHEREAS, Representative Ramey has been a resident of DuPage
7County for 35 years and Carol Stream for the last 23 years; and
 
8    WHEREAS, Representative Ramey's commitment to public
9service and politics began in the 1980's while serving in Youth
10in Government at York Community High School and as an election
11judge for York Township; he also was an active member of the
12Young Republicans and College Students for Ronald Reagan at the
13University of Illinois; and
 
14    WHEREAS, Representative Ramey received his bachelor of
15science in restaurant management from the University of
16Illinois at Urbana-Champaign in 1985; and
 
17    WHEREAS, Prior to his distinguished career in public
18service, Representative Ramey used his academic and managerial
19training to succeed in the food service industry; and
 
20    WHEREAS, Representative Ramey worked for the Illinois

1Secretary of State in the Department of Senior and Community
2Services as an Outreach Representative between the years of
31992 and 2005; and
 
4    WHEREAS, As a resident of Carol Stream, Representative
5Ramey served as a committeeman of the Wayne Township Republican
6Organization in 1993, vice-chairman in 2000, and chairman in
72004, 2010, and 2012; he was also elected to serve as the
8chairman of the DuPage County Republican Party in 2011; and
 
9    WHEREAS, Representative Ramey began his career in public
10service with his election in 1999 as trustee to Wayne Township;
11and
 
12    WHEREAS, Representative Ramey was first appointed to the
1355th House District seat in 2005 when former State
14Representative John Millner was appointed to the 28th State
15Senate District; and
 
16    WHEREAS, Representative Ramey is known in the General
17Assembly as a proud fiscal conservative who has consistently
18opposed higher taxation, such as the 67% state income tax hike,
19and has opposed budgets that relied on borrowing and tax and
20fee increases; and
 
21    WHEREAS, Representative Ramey will be remembered for his

1outstanding record of support for Illinois teachers and his
2efforts to create a balanced budget, pro-growth business
3climate, and lower state taxes and fees; and
 
4    WHEREAS, Representative Ramey is especially proud of his
5leadership in negotiations between State and federal officials
6to move forward the Kerr-McGee clean-up of West Chicago,
7reforming the DuPage Water Commission, and successfully
8passing Rapid Repat out of the House of Representatives with
9bi-partisan support; and
 
10    WHEREAS, Representative Ramey fought against non-residents
11and non-citizens from receiving taxpayer based benefits; he
12also saved taxpayers millions of dollars by working with the
13Illinois Press Association to lower rates of mandated
14government postings; and
 
15    WHEREAS, Representative Ramey forged bi-partisan support
16on legislation he sponsored or co-sponsored in the House of
17Representatives including: tax credits to manufacturers to
18create jobs, expansion of safe haven locations to drop off
19newborn infants, the sunset of the DuPage Water Commission's
201/4 cent water sales tax, promotion of victims' rights by
21having defendants found not guilty of murder by insanity placed
22in facilities far from family members of the murder victim,
23making it harder for government to seize private property,

1creation of a statewide murder registry, reduction of property
2taxes for areas hit hard by foreclosures, preventing registered
3sex offenders from logging onto social networking sites,
4increasing benefits for war veterans, requiring income
5verification to qualify for the state's free health care
6programs, increasing eligibility for the Senior Citizens
7Assessment Freeze Homestead Exemption, combating domestic
8abuse and abuse of the elderly, demanding convicted sexual
9predators to wear a GPS tracking device, and allowing citizens
10to recall corrupt public officials; and
 
11    WHEREAS, Representative Ramey was privileged to co-sponsor
122 resolutions commending the World Champion St. Louis
13Cardinals; and
 
14    WHEREAS, Representative Ramey is a committed campaign
15volunteer to the Republican party with notable services in the
16election campaigns of Pate Phillip for Senate (1985-2004),
17George Bush for President (1988 & 1992), Bob Dole for President
18(1996), George W. Bush for President (2000), and as a delegate
19for Wayne Township at the Illinois Republican Convention (2000,
202004, 2008 & 2012); and
 
21    WHEREAS, Representative Ramey proudly served as Master
22Mason and 3rd Degree of the Elmhurst Masonic Lodge; he is also
23a member of the Scottish Rite and Medinah Shrine Temple; and

1    WHEREAS, Representative Ramey proudly served as a
2volunteer for numerous civic organizations, including Wayne
3Township General Assistance, Northern Illinois Food Bank, and
4Heritage Lake School; and
 
5    WHEREAS, Representative Ramey has served with distinction
6as the Republican spokesperson for both the Counties &
7Townships committee and the State Government Administration
8committee; he has also served as a diligent committee member on
9the Appropriations-General Service committee, Consumer
10Protection committee, Telecommunications committee, Tourism &
11Conventions committee, Special License Plate, and the Local
12Government Administration Subcommittee; and
 
13    WHEREAS, State Representative Ramey is the proud father of
143 children, Alexandra, Christopher, and Zachary; therefore, be
15it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18we congratulate our friend and colleague, Representative Randy
19Ramey, on his retirement from the Illinois House of
20Representatives and wish him the best in his future endeavors;
