HOUSE RESOLUTION

 
2    WHEREAS, Governor Pat Quinn is planning to eliminate the
3Illinois Cares Rx program; and
 
4    WHEREAS, Illinois Cares Rx was created to fill a vital gap
5in medical coverage for older adults and people with
6disabilities who are on Medicare but have incomes that are too
7high for Medicaid and Extra Help and too low to afford
8cost-sharing including premiums, deductibles, co-payments, and
9the donut hole in Medicare; and
 
10    WHEREAS, Illinois Cares Rx is cost-effective State
11spending, saving costs immediately by preventing the
12possibility of further acute illnesses, keeping the citizens of
13the State out of hospitals and nursing homes and possibly from
14seeking more expensive specialty care; and
 
15    WHEREAS, The health care reform law, "The Affordable Care
16Act," will not close the prescription coverage gap until 2020;
17and
 
18    WHEREAS, The proposed elimination of the Illinois Cares Rx
19program would cut off more of the State's low income citizens
20with special health needs than any other proposed reduction;

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3we urge Governor Pat Quinn to reverse his plan to eliminate the
4Illinois Cares Rx program and continue this vital program; and
5be it further
 
6    RESOLVED, That a suitable copy of this resolution be
7presented to Governor Pat Quinn.
