HOUSE RESOLUTION

 
2    WHEREAS, Public health issues are of paramount importance
3to the State and its units of local government; and
 
4    WHEREAS, Health disparities have a systemic and critical
5impact on morbidity and mortality rates in communities
6throughout the State; and
 
7    WHEREAS, The State Board of Health has adopted the 2011
8State Health Improvement Plan (SHIP), and the State Health
9Improvement Plan Implementation Council will be appointed to
10guide the implementation of the 2011 SHIP; and
 
11    WHEREAS, The State is in need of a comprehensive review of
12its public health policymaking and regulatory framework in
13order to meet the needs of its diverse citizenry; and
 
14    WHEREAS, The State has the resources through its agencies,
15public and private universities, and community-based
16organizations to conduct a comprehensive review of its public
17health policies and policymaking infrastructure; and
 
18    WHEREAS, The Community Engagement and Research Core is a
19federally-funded component of the University of Illinois at
20Chicago Center for Clinical and Translational Science, engaged

1in broad-based, action-oriented public health policy research
2and dissemination, and the University of Illinois at Chicago
3School of Public Health has been engaged by the Illinois
4Department of Public Health to assist the SHIP Implementation
5Council fulfills its mission; and
 
6    WHEREAS, Population health status and health services
7needs unique to Illinois should be reflected in the research
8and policy analysis work of researchers, planners, and policy
9analysts; and
 
10    WHEREAS, A comprehensive review of the State's public
11health policies and policymaking infrastructure is critical
12and necessary in order to fully benefit from federal health
13care reform, demonstrate additional efficiencies in the
14delivery of health care services to those most in need, and
15foster the relationship of public health to the larger
16community in terms of human, physical, fiscal, and program
17resources; and
 
18    WHEREAS, State policymakers will benefit from a
19comprehensive and well-developed study of the State's public
20health policies and policymaking infrastructure; therefore, be
21it
 
22    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE

1NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
2the State Health Improvement Plan Implementation Council is
3encouraged to prepare a comprehensive report to the General
4Assembly on the State's public health policies and its public
5health policymaking infrastructure that shall include an
6Illinois policy agenda; and be it further
 
7    RESOLVED, That the State Health Improvement Plan
8Implementation Council is encouraged to work with the Community
9Engagement and Research Core housed at the University of
10Illinois at Chicago to develop an Illinois policy agenda; and
11be it further
 
12    RESOLVED, That the State Health Improvement Plan
13Implementation Council shall prepare a report to be presented
14to members of the House Health Care and Health Disparities
15Committee on or before December 31, 2011; and be it further
 
16    RESOLVED, That suitable copies of this resolution be
17presented to the members of the State Health Improvement Plan
18Implementation Council and the directors of the Community
19Engagement and Research Core.
