HOUSE RESOLUTION

 
2    WHEREAS, A proposed 50% cut in Community Services Block
3Grant (CSBG) federal funding for local community action
4agencies, such as Cook County's private, not-for-profit
5Community and Economic Development Association (CEDA), will
6seriously damage already scarce community resources and have a
7devastating impact; and
 
8    WHEREAS, The economic impact of Community Action Agencies
9(CAA) extends far beyond a path to self-sufficiency in the
10communities and municipalities for which service is provided;
11and
 
12    WHEREAS, Community action programs serve as the major
13vehicle by which our most vulnerable citizens receive vital
14services that assist them on the path toward economic
15stability; community action programs created and retained
1618,432 jobs over the past two years, of which 525 were created
17and retained by CEDA; and
 
18    WHEREAS, CEDA is one of the 1,065 community action agencies
19in the United States, assisting 240,000 households in Cook
20County; and
 
21    WHEREAS, CEDA has a network that includes Head Start

1centers, Women, Infant and Children (WIC) centers, LIHEAP and
2Home Weatherization partnerships, and university joint
3projects, with every CSBG dollar multiplied by 57 times in
4private and other public funding; and
 
5    WHEREAS, CEDA manages a multi-million dollar budget,
6leveraging a $3.5 million Community Services Block Grant into
7millions of dollars from non-government sources; and
 
8    WHEREAS, Full funding of all community action programs,
9including Community Services Block Grants, will protect jobs
10for the American economy; and
 
11    WHEREAS, In his State of the Union Address, President
12Barack Obama said, "I recognize that some in this chamber have
13already proposed deeper cuts, and I'm willing to eliminate
14whatever we can honestly afford to do without. But let's make
15sure that we're not doing it on the backs of our most
16vulnerable citizens."; therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19we strongly urge the members of the United States Congress to
20fund the Community Services Block Grant program at the Fiscal
21Year 2010 level; and be it further

1    RESOLVED, That suitable copies of this resolution be
2presented to President Barack Obama, Chairman of the Senate
3Appropriations Committee Daniel Inouye, and the members of the
4Illinois congressional delegation.
