HOUSE RESOLUTION

 
2    WHEREAS, There are nearly 24 million people in the United
3States with diabetes and 57 million people with pre-diabetes;
4and
 
5    WHEREAS, Diabetes contributed to the deaths of over 300,000
6people in the United States in 2007, making diabetes the
7seventh leading cause of death; and
 
8    WHEREAS, Every minute, three people are diagnosed with
9diabetes; and
 
10    WHEREAS, Each day, approximately 4,384 people were
11diagnosed with diabetes and approximately 1,600,000 new cases
12of diabetes were diagnosed in people 20 years or older in 2007;
13and
 
14    WHEREAS, Between 1990 and 2001, diabetes prevalence in the
15United States increased by more than 60%; and
 
16    WHEREAS, Over 24% of people with diabetes are undiagnosed,
17down from 30% in 2005 and 50% in 2000; and
 
18    WHEREAS, Over 10% of adults and 23.1% of people age 60 and
19older in the United States have diabetes; and

1    WHEREAS, Diabetes is a serious chronic condition that
2affects people of every age, race, income level, and ethnicity;
3and
 
4    WHEREAS, Persons who are Hispanic, African, Asian, Pacific
5Islander, or Native American are disproportionately affected
6by diabetes and suffer at rates much higher than the general
7population; and
 
8    WHEREAS, 15,000 youths in the United States are diagnosed
9with type 1 diabetes annually; about 3,700 youths are diagnosed
10with type 2 diabetes annually; and
 
11    WHEREAS, One in three people in the United States born in
12the year 2000 will develop diabetes in their lifetime; this
13statistic grows to nearly one in two for minority populations;
14and
 
15    WHEREAS, Diabetes cost the United States an estimated $174
16billion in 2007; $1 in every $10 spent on health care is
17attributed to diabetes and its complications; and
 
18    WHEREAS, Approximately one out of every four Medicare
19dollars is spent on the care of people with diabetes; and

1    WHEREAS, Every day, 230 people with diabetes undergo an
2amputation, 120 people enter end-stage kidney disease
3programs, and 55 people go blind from diabetes; and
 
4    WHEREAS, There is not yet a cure for diabetes; and
 
5    WHEREAS, There are proven means to reduce the incidence of
6and delay the onset of type 2 diabetes; and
 
7    WHEREAS, People with diabetes live healthy and productive
8lives with proper management and treatment; and
 
9    WHEREAS, National Diabetes Month is celebrated in the month
10of November; therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
12NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13we designate November of 2011 as Diabetes Awareness Month in
14the State of Illinois in order to raise public awareness about
15stopping diabetes and increase education about the disease; and
16be it further
 
17    RESOLVED, That we recognize the importance of early
18detection, awareness of the symptoms of diabetes, and the risk
19factors for type 2 diabetes, which include being over the age
20of 45, coming from certain ethnic backgrounds, being

1overweight, having a low physical activity level, high blood
2pressure, and a family history of diabetes or a history of
3diabetes during pregnancy; and be it further
 
4    RESOLVED, That we support efforts to decrease the
5prevalence of diabetes, develop better treatments, and work
6toward an eventual cure for type 1 and type 2 diabetes through
7increased research, treatment, and prevention.
