HOUSE JOINT RESOLUTION

 
2    WHEREAS, The United States sends hundreds of billions of
3dollars a year overseas for oil; a dangerous amount of this
4money is funneled through front groups and fake charities to
5terrorist groups and insurgents in Iraq and Afghanistan who
6attack United States troops; and
 
7    WHEREAS, U.S. military veterans, including veterans
8involved with Operation Free, advocate for reducing both
9America's oil dependence and carbon emissions in order to
10strengthen American security; and
 
11    WHEREAS, Countless men and women who bravely wear the
12uniform of our nation's armed services face threats and
13challenges caused by America's dependence on oil; and
 
14    WHEREAS, Investing in clean energy can both create new jobs
15in Illinois and make the United States more economically
16competitive in the global economy; and
 
17    WHEREAS, The U.S. Department of Defense, the U.S. State
18Department, and the Central Intelligence Agency all recognize
19climate disruption as a threat to our national security because
20it destabilizes weak countries, turning them into breeding
21grounds for terrorism; and

1    WHEREAS, U.S. demand for oil drives up the price
2everywhere, allowing countries we refuse to buy from to profit,
3such as Iran, who uses its petroleum profits to fund its
4nuclear program; and
 
5    WHEREAS, The national and international challenges of
6America's oil dependence and fighting climate disruption are
7influenced by the energy and climate policies of individual
8states; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
11SENATE CONCURRING HEREIN, that we state our intent to duly
12consider the ramifications for America's security when taking
13up issues concerning carbon emissions and oil dependence; and
14be it further
 
15    RESOLVED, That we state our intent to consider partnerships
16with other states in the region on clean energy and
17oil-use-reduction programs where such joint ventures can
18efficiently and effectively address the challenges of climate
19change and oil dependence; and be it further
 
20    RESOLVED, That we resolve to encourage the growth of the
21clean-energy sector in order to create jobs for Illinoisans,

1reduce carbon emissions, and strengthen America's security;
2and be it further
 
3    RESOLVED, That we express our deepest appreciation to
4America's service members, veterans, and military families for
5their selfless service to our country and recognizes the
6veterans of Operation Free for their continued work in service
7of our national security.
