1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Natural Resources
5(Conservation) Law of the Civil Administrative Code of Illinois
6is amended by changing Section 805-550 and by adding Section
7805-518 as follows:
 
8    (20 ILCS 805/805-518 new)
9    Sec. 805-518. Removal of an individual or individuals. The
10Department shall have the authority to remove any individual or
11group of individuals engaging in illegal activities or
12disorderly conduct from any lands owned, leased, or managed by
13the Department and any lands that are dedicated as a nature
14preserve or buffer area under the Illinois Natural Areas
15Preservation Act and deny future entry to the same by way of
16revocation or suspension of access privileges. Hearings on
17access privileges shall be governed by administrative rule.

19    Sec. 805-550. Reinstatement fee.
20    (a) The Department may assess a fee of up to $1,000 for the
21reinstatement of revoked or suspended licenses, permits,
22registrations, and other privileges that it administers in the

1exercise of its powers and duties under Illinois law.
2    (b) Revenues generated from the reinstatement of State park
3privileges shall be deposited into the State Parks Fund.
4Revenues generated from the reinstatement of hunting, fishing,
5trapping, ginseng, falconry, wildlife rehabilitation, and
6outfitter licenses or privileges shall be deposited into the
7Wildlife and Fish Fund. Revenues generated from the
8reinstatement of boating and snowmobile privileges shall be
9deposited into the State Boating Act Fund. Revenues generated
10from the reinstatement of forestry purchasing privileges shall
11be deposited into the Illinois Forestry Development Fund. Other
12revenues generated from the reinstatement of a license, permit,
13registration, or other privilege shall be deposited into the
14State fund in which the fee for that privilege is deposited.
15The Comptroller shall maintain a separate accounting of the
16moneys deposited under this subsection.
17    (c) Moneys deposited under subsection (b) shall be used by
18the Department, subject to appropriation, for the following
19purposes:
20        (1) 85% of the moneys shall be used for the purchase of
21    law enforcement vehicles for use by the Department's Office
22    of Law Enforcement.
23        (2) 15% of the moneys shall be used for the promotion
24    of safety education by the Department's Office of Strategic
25    Services.

1    Section 99. Effective date. This Act takes effect upon
