SYNOPSIS AS INTRODUCED:
 
65 ILCS 5/3.1-40-65 new

    Amends the Illinois Municipal Code. Provides that any proposal for the expenditure of municipal funds on a charitable or non-profit organization shall be listed as a separate item on the council's agenda. Sets forth requirements concerning notice. Limits the concurrent exercise of home rule powers. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Municipal Code is amended by adding
5Section 3.1-40-65 as follows:
 
6    (65 ILCS 5/3.1-40-65 new)
7    Sec. 3.1-40-65. Charitable spending. Any proposal for the
8expenditure of municipal funds on a charitable or non-profit
9organization by the municipality shall be listed as a separate
10item on the city council's agenda. Notice of the meeting where
11the proposal will be heard shall be published in a newspaper of
12general circulation within the municipality at least 10 days
13before the meeting. This Section is a limitation under
14subsection (i) of Section 6 of Article VII of the Illinois
15Constitution on the concurrent exercise by home rule
16municipalities of powers and functions exercised by the State.
 
17    Section 99. Effective date. This Act takes effect upon
18becoming law.
