SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.809 new
625 ILCS 5/3-699 new

    Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of Retired Law Enforcement license plates to residents of Illinois who meet eligibility requirements prescribed by the Secretary of State. Creates the Illinois Sheriffs' Association Scholarship and Training Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $25 for original issuance of the plates, of which $10 shall be deposited into the Illinois Sheriffs' Association Scholarship and Training Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $25 shall be charged for each renewal, of which $23 shall be deposited into the Illinois Sheriffs' Association Scholarship and Training Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that moneys in the Illinois Sheriffs' Association Scholarship and Training Fund shall be paid as grants to the Illinois Sheriffs' Association for specified purposes.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.809 as follows:
 
6    (30 ILCS 105/5.809 new)
7    Sec. 5.809. The Illinois Sheriffs' Association Scholarship
8and Training Fund.
 
9    Section 10. The Illinois Vehicle Code is amended by adding
10Section 3-699 as follows:
 
11    (625 ILCS 5/3-699 new)
12    Sec. 3-699. Retired Law Enforcement license plates.
13    (a) The Secretary, upon receipt of an application made in
14the form prescribed by the Secretary, may issue special
15registration plates designated as Retired Law Enforcement
16license plates to residents of Illinois who meet eligibility
17requirements prescribed by the Secretary of State. The special
18plates issued under this Section shall be affixed only to
19passenger vehicles of the first division and motor vehicles of
20the second division weighing not more than 8,000 pounds. Plates
21issued under this Section shall expire according to the

1multi-year procedure established by Section 3-414.1 of this
2Code.
3    (b) The design and color of the plates is wholly within the
4discretion of the Secretary. The Secretary may allow the plates
5to be issued as vanity plates or personalized under Section
63-405.1 of the Code. The Secretary shall prescribe stickers or
7decals as provided under Section 3-412 of this Code.
8    (c) An applicant for the special plate shall be charged a
9$25 fee for original issuance in addition to the appropriate
10registration fee. Of this fee, $10 shall be deposited into the
11Illinois Sheriffs' Association Scholarship and Training Fund
12and $15 shall be deposited into the Secretary of State Special
13License Plate Fund, to be used by the Secretary to help defray
14the administrative processing costs.
15    For each registration renewal period, a $25 fee, in
16addition to the appropriate registration fee, shall be charged.
17Of this fee, $23 shall be deposited into the Illinois Sheriffs'
18Association Scholarship and Training Fund and $2 shall be
19deposited into the Secretary of State Special License Plate
20Fund.
21    (d) The Illinois Sheriffs' Association Scholarship and
22Training Fund is created as a special fund in the State
23treasury. All money in the Illinois Sheriffs' Association
24Scholarship and Training Fund shall be paid, subject to
25appropriation by the General Assembly and approval by the
26Secretary, as grants to the Illinois Sheriffs' Association, for

1scholarships obtained in a competitive process to attend the
2Illinois Teen Institute or an accredited college or university,
3for programs designed to benefit the elderly and teens, and for
4law enforcement training.
