SYNOPSIS AS INTRODUCED:
 
20 ILCS 4095/10

    Amends the Employment and Economic Opportunity for Persons with Disabilities Task Force Act. Provides that the Employment and Economic Opportunity for Persons with Disabilities Task Force shall operate with administrative support from the Illinois Department of Employment Security (rather than operate under the auspices of the Governor's office). Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Employment and Economic Opportunity for
5Persons with Disabilities Task Force Act is amended by changing
6Section 10 as follows:
 
7    (20 ILCS 4095/10)
8    Sec. 10. Employment and Economic Opportunity for Persons
9with Disabilities Task Force.
10    (a) The Employment and Economic Opportunity for Persons
11with Disabilities Task Force is created.
12    (b) The Employment and Economic Opportunity for Persons
13with Disabilities Task Force shall be appointed and hold its
14first meeting within 90 days after the effective date of this
15Act, be convened by the Governor, and operate with
16administrative support from the Illinois Department of
17Employment Security under the auspices of the Governor's
18office.
19    (c) The Task Force shall be comprised of the following
20representatives of State Government: a high-ranking member of
21the Governor's management team, designated by the Governor;
22representatives of each division of the Department of Human
23Services, designated by the Secretary of Human Services; the

1Director of Healthcare and Family Services, or his or her
2designee; the Director of Veterans' Affairs or his or her
3designee; the Director of Commerce and Economic Opportunity or
4his or her designee; the Director of Employment Security or his
5or her designee; the Executive Director of the Illinois Council
6on Developmental Disabilities or his or her designee; and the
7State Superintendent of Education or his or her designee.
8    (d) The Task Force shall also consist of no more than 15
9public members who shall be appointed by the Governor and who
10represent the following constituencies: statewide
11organizations that advocate for persons with physical,
12developmental and psychiatric disabilities, entities with
13expertise in assistive technology devices and services for
14persons with disabilities, advocates for veterans with
15disabilities, centers for independent living, disability
16services providers, organized labor, higher education, the
17private sector business community, entities that provide
18employment and training services to persons with disabilities,
19and at least 5 persons who have a disability.
20    (e) The Task Force shall be co-chaired by the
21representative of the Governor and a public member who shall be
22chosen by the other public members of the Task Force.
23    (f) The Task Force members shall serve voluntarily and
24without compensation. Persons with disabilities serving on the
25Task Force shall be accommodated to enable them to fully
26participate in Task Force activities.

1    (g) The co-chairs of the Task Force shall extend an
2invitation to chairs and minority spokespersons of appropriate
3legislative committees to attend all meetings of the Task
4Force, and may invite other individuals who are not members of
5the Task Force to participate in subcommittees of the Task
6Force or to take part in discussions of topics for which those
7individuals have particular expertise.
8    (h) The Task Force shall coordinate its work with existing
9State advisory bodies whose work may include employment and
10economic opportunity for persons with disabilities.

12    Section 99. Effective date. This Act takes effect upon
13becoming law.
