SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Firearms Dealer Security Act. Provides that a federally licensed firearms dealer is required to equip and maintain its premises with an alarm system that includes video surveillance of all doors and windows. Provides that a violation is a petty offense with a fine of $1,000.

1    AN ACT concerning business.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Firearms Dealer Security Act.
 
6    Section 5. Declaration of public policy. The business of
7dealing in firearms in the State of Illinois is declared to
8affect the public safety and welfare and to be subject to
9regulation and control in the public interest. It is further
10declared to be a matter of public interest and concern that the
11transaction of business as a firearms dealer be conducted in a
12safe and responsible manner.
 
13    Section 10. Definitions.
14    "Alarm system" means any system, including an electronic
15access control system, a surveillance video system, a security
16video system, a burglar alarm system, an emergency
17communication system, mass notification system, or any other
18electronic system that activates an audible, visible, remote,
19or recorded signal that is designed for the protection or
20detection of intrusion entry, theft, fire, vandalism, escape,
21or trespass, or other electronic systems designed for the
22protection of life by indicating the existence of an emergency

2    "Firearms dealer" means a person licensed as a federal
3firearms dealer under Section 923 of the federal Gun Control
4Act of 1968 (18 U.S.C. 923).
5    "Surveillance video system and security video system" mean
6an electronic device that has the capability to capture,
7record, and store images and sounds.
 
8    Section 15. Firearms dealer; security required. A firearms
9dealer must equip and maintain its premises with an alarm
10system that includes video surveillance of all doors and
11windows. The alarm system must be capable of storing all
12recordings for a period of 2 weeks after the recording is
13created. The security required under this Section must be
14maintained around the clock at all times.
 
15    Section 20. Penalty. A person who violates Section 15 of
16this Act is guilty of a petty offense. The penalty is a fine of
17$1,000.
