SYNOPSIS AS INTRODUCED:
 
20 ILCS 605/605-1010 new
30 ILCS 105/5.786 new

    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department shall establish a searchable online database containing information about businesses located in Illinois. Contains provisions concerning registration of businesses. Provides that the Department shall charge an initial registration fee of $100 for small businesses and $200 for businesses that are not small businesses. Provides that the Department shall charge an annual fee of $25 for each registered small business and $50 for each registered business that is not a small business. Provides that the fees shall be deposited into the Illinois Chamber of Commerce Support Fund. Amends the State Finance Act to create the Fund.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois is
6amended by adding Section 605-1010 as follows:
 
7    (20 ILCS 605/605-1010 new)
8    Sec. 605-1010. Illinois business database. The Department
9shall establish a searchable online database containing
10information about businesses located in Illinois. Each
11business that is located in Illinois and registers with the
12Department for inclusion in the database shall be included in
13the database. The Department shall charge an initial
14registration fee of $100 for small businesses and $200 for
15businesses that are not small businesses. Thereafter, the
16Department shall charge an annual fee of $25 for each
17registered small business and $50 for each registered business
18that is not a small business. Moneys collected from the fees
19charged under this Section shall be deposited into the Illinois
20Chamber of Commerce Support Fund, a special fund created in the
21State treasury. Moneys in the Illinois Chamber of Commerce
22Support Fund shall be used by the Department to make grants to
23the Illinois Chamber of Commerce for the purpose of offering

1support to its members.
2    As used in this Section, "small business" means a
3corporation or a concern, including its affiliates, that is
4independently owned and operated, not dominant in its field,
5and employs fewer than 50 full-time employees or has gross
6annual sales of less than $4,000,000.
 
7    Section 10. The State Finance Act is amended by adding
8Section 5.786 as follows:
