SYNOPSIS AS INTRODUCED:
 
20 ILCS 2805/31 new

    Amends the Department of Veterans Affairs Act. Creates the Women Veterans Task Force consisting of women veterans to examine the needs of women veterans with respect to issues including, but not limited to, compensation, rehabilitation, outreach, health care, and issues facing women veterans in the community, and to offer solutions on how best to meet these needs. Contains provisions concerning the composition of the Task Force; vacancies; duties; reporting requirements; and duration. Effective immediately.

1    AN ACT concerning veterans.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. The Department of Veterans Affairs Act is
5amended by adding Section 31 as follows:
 
6    (20 ILCS 2805/31 new)
7    Sec. 31. Women Veterans Task Force.
8    (a) Findings and purpose. Far too often the sacrifices of
9women veterans are overlooked. This frequently leads to women
10veterans being left out of veterans' organizations. In
11addition, most veterans services are targeted to men. The
12purpose of this Section is to establish a task force to examine
13the needs of women veterans with respect to issues including,
14but not limited to, compensation, rehabilitation, outreach,
15health care, and issues facing women veterans in the community,
16and to offer solutions on how best to alleviate these needs.
17    (b) Composition of Task Force. The Women Veterans Task
18Force is created within the Department of Veterans' Affairs.
19The Task Force shall be comprised of women veterans appointed
20as follows:
21        (1) Five members appointed by the Governor.
22        (2) One member appointed by the Speaker of the House of
23    Representatives.

1        (3) One member appointed by the Minority Leader of the
2    House of Representatives.
3        (4) One member appointed by the President of the
4    Senate.
5        (5) One member appointed by the Minority Leader of the
6    Senate.
7    (c) Vacancies. Vacancies in the Task Force shall be filled
8by the initial appointing authority.
9    (d) Compensation. Members of the Task Force shall serve
10without compensation, but may be reimbursed for necessary
11expenses incurred in performing duties associated with the Task
12Force.
13    (e) Duties. The Task Force shall examine the needs of women
14veterans with respect to issues including, but not limited to,
15compensation, rehabilitation, outreach, health care, and
16issues facing women veterans in the community, and offer
17solutions on how best to meet these needs.
18    (f) Reporting. By July 1, 2012 and by July 1 of each year
19thereafter, the Task Force shall present an annual report of
20its findings to the Governor, the Director of Veterans'
21Affairs, and the Secretary of the United States Department of
22Veterans Affairs.
23    (g) Duration. If the Task Force becomes inactive on July 1,
242015 because active theaters cease, the Director of Veterans'
25Affairs may reactivate the Task Force if active theaters are
26reestablished.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
