1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Accountability in Higher Education Act.
 
6    Section 5. Annual plans.
7    (a) Public universities in this State shall develop annual
8academic, financial, and enrollment plans that outline all of
9the following:
10        (1) Tuition and fee estimates.
11        (2) Enrollment projections.
12        (3) Retention policies and projections.
13        (4) A number of accountability measures, including
14    meeting benchmarks related to accessibility and
15    affordability developed in consultation with statewide
16    organizations representing faculty and staff.
17    (b) These plans must be submitted to the Board of Higher
18Education no later than June 30th of each year and must be
19reviewed by the Board for recommendations to be made each year
20at one of the Board's regularly scheduled meetings.
 
21    Section 10. State policy objectives. Public universities
22in this State must commit themselves formally to meeting the

1following State policy objectives, in conjunction with the
2goals set forth in the Illinois Public Agenda for College and
3Career Success:
4        (1) Providing access to higher education, including
5    meeting enrollment demand.
6        (2) Providing a broad range of academic programs.
7        (3) Maintaining high academic standards.
8        (4) Improving student retention and progress toward
9    timely graduation.
10        (5) Developing uniform articulation agreements with
11    public community colleges.
12        (6) Stimulating economic development.
13        (7) If appropriate, increasing externally funded
14    research and improving technology transfer.
15        (8) Actively working with grades kindergarten through
16    12 to improve student achievement.
17        (9) Meeting financial and administrative management
18    standards.
19        (10) Making enrollment affordable, regardless of
20    income.
 
21    Section 15. Performance indicators. The Board of Higher
22Education shall be responsible for developing performance
23indicators to measure whether public universities in this State
24are meeting State policy objectives under Section 10 of this
25Act, in conjunction with the goals set forth in the Illinois

2    Section 99. Effective date. This Act takes effect upon
3becoming law.
