SYNOPSIS AS INTRODUCED:

    Amends the Illinois Local Library Act and the School Code. Provides that the written policy established by a board of library trustees for the selection of library materials and the use of library materials and facilities shall include an Internet use policy, which must be filed with the Secretary of State. Requires each school board to adopt an Internet use policy, which must be filed with the State Board of Education. Provides that an Internet use policy shall require (i) filtering technology on all library or school computers that blocks Internet materials that are harmful to minors, including without limitation obscene or sexually explicit matter; (ii) disciplinary measures for violators; and (iii) a component of Internet safety to be integrated into a library's or school's technology programming.

1    AN ACT concerning Internet use policies.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Local Library Act is amended by
5changing Section 4-7.2 as follows:
 
6    (75 ILCS 5/4-7.2)  (from Ch. 81, par. 4-7.2)
7    Sec. 4-7.2. The board of library trustees shall establish,
8and review at least biennially, a written policy for the
9selection of library materials and the use of library materials
10and facilities. No employee may be disciplined or dismissed for
11the selection of library materials when the selection is made
12in good faith and in accordance with the written policy
13required to be established pursuant to this Section. The
14written policy shall include an Internet use policy, which must
15be filed with the Secretary of State. The Internet use policy
16shall require (i) filtering technology on all library computers
17that blocks Internet materials that are harmful to minors,
18including without limitation obscene or sexually explicit
19matter; (ii) disciplinary measures for violators; and (iii) a
20component of Internet safety to be integrated into a library's
21technology programming.

1    Section 10. The School Code is amended by adding Sections
210-20.53 and 34-18.45 as follows:

4    Sec. 10-20.53. Internet use policy. Each school board shall
5adopt an Internet use policy, which must be filed with the
6State Board of Education. The Internet use policy shall require
7(i) filtering technology on all school computers that blocks
8Internet materials that are harmful to minors, including
9without limitation obscene or sexually explicit matter; (ii)
10disciplinary measures for violators; and (iii) a component of
11Internet safety to be integrated into a school's technology
12programming.

15an Internet use policy, which must be filed with the State
16Board of Education. The Internet use policy shall require (i)

19without limitation obscene or sexually explicit matter; (ii)
20disciplinary measures for violators; and (iii) a component of
21Internet safety to be integrated into a school's technology
22programming.
