1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Speech-Language Pathology and
5Audiology Practice Act is amended by changing Section 2 as
6follows:
 
7    (225 ILCS 110/2)  (from Ch. 111, par. 7902)
8    (Section scheduled to be repealed on January 1, 2018)
9    Sec. 2. Legislative Declaration of Public Policy. The The
10practice of Speech-Language Pathology and Audiology in the
11State of Illinois is hereby declared to affect the public
12health, safety and welfare and to be subject to regulation and
13control in the public interest. It is further declared to be a
14matter of public interest and concern that the speech-language
15pathology and audiology professions merit and receive the
16confidence of the public and that only qualified persons be
17permitted to practice this profession in the State of Illinois.
18This Act shall be liberally construed to carry out these
19objectives and purposes.
20    It is further declared to be the public policy of this
21State, pursuant to subsections (h) and (i) of Section 6 of
22Article VII of the Illinois Constitution of 1970, that any
23power or function set forth in this Act to be exercised by the

1State is an exclusive State power or function. Such power or
2function shall not be exercised concurrently, either directly
3or indirectly, by any unit of local government, including home
4rule units, except as otherwise provided in this Act.
