1    AN ACT concerning courts.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Jury Act is amended by changing Sections 1
5and 1b and adding Section 1a-1 as follows:
 
6    (705 ILCS 305/1)  (from Ch. 78, par. 1)
7    Sec. 1. The county board of each county, except those
8counties which have a jury administrator or jury commissioners
9as provided in the Jury Commission Act, shall, at or before the
10time of its meeting, in September, in each year, or at any time
11thereafter, when necessary for the purpose of this Act, make a
12list of the legal voters and the Illinois driver's license,
13Illinois Identification Card, and Illinois Disabled Person
14Identification Card holders, and the claimants for
15unemployment insurance of the county, giving the place of
16residence of each name on the list, to be known as a jury list.
17The list shall be made by choosing every tenth name, or other
18whole number rate necessary to obtain the number required, from
19the latest voter registration and drivers license, Illinois
20Identification Card, and Illinois Disabled Person
21Identification Card holders and claimants for unemployment
22insurance lists of the county. In compiling the jury list,
23duplication of names shall be avoided to the extent

1practicable.
2    As used in this Act, "jury administrator" is defined as
3under Section 0.05 of the Jury Commission Act.

6    Sec. 1a-1. List of claimants for unemployment insurance.
7The Director of the Department of Employment Security shall
8annually compile a list of persons age 18 or older, who, in the
9prior 12 months, filed a claim for unemployment insurance and
10shall furnish this list to the Administrative Office of the
11Illinois Courts and the Administrative Office of the Illinois
12Courts shall furnish that list to the county board of each
13county, except those counties which have jury commissions as
14provided in the Jury Commission Act, for use in the preparation
15of jury lists as provided in Section 1 of this Act. The list
16shall be in the format currently prescribed by the
17Administrative Office of the Illinois Courts and shall be
18provided subject to federal regulations.

20    Sec. 1b. The combination of the lists of registered voters,
21and driver's license, Illinois Identification Card, or
22Illinois Disabled Person Identification Card holders, and
23claimants for unemployment insurance and the preparation of
24jury lists under this Act shall, when requested by the Chief

1Judge or his designee, be accomplished through the services of
2the Administrative Office of the Illinois Courts.

4    Section 10. The Jury Commission Act is amended by changing
5Sections 2 and 2a as follows:
 
6    (705 ILCS 310/2)  (from Ch. 78, par. 25)
7    Sec. 2. In a county with a population of at least 3,000,000
8in which a jury administrator or jury commissioners have been
9appointed, the jury administrator or commissioners, upon
10entering upon the duties of their office, and every 4 years
11thereafter, shall prepare a list of all legal voters and all
12Illinois driver's license, Illinois Identification Card, and
13Illinois Disabled Person Identification Card holders, and
14claimants for unemployment insurance of each town or precinct
15of the county possessing the necessary legal qualifications for
16jury duty, to be known as the jury list. In a county with a
17population of less than 3,000,000 in which a jury administrator
18or jury commissioners have been appointed, the jury
19administrator or jury commissioners upon entering upon the
20duties of their office, and each year thereafter, shall prepare
21a list of all Illinois driver's license, Illinois
22Identification Card, and Illinois Disabled Person
23Identification Card holders, all claimants for unemployment
24insurance, and all registered voters of the county to be known

1as the jury list.
2    The jury list may be revised and amended annually in the
3discretion of the commissioners or jury administrator. Any
4record kept by the jury commissioners or jury administrator for
5over 4 years may be destroyed at their discretion. The name of
6each person on the list shall be entered in a book or books to
7be kept for that purpose, and opposite the name shall be
8entered his or her age and place of residence, giving street
9and number, if any.
10    The Director of the Department of Employment Security shall
11annually compile a list of persons who, in the prior 12 months,
12filed a claim for unemployment insurance which shall be sent to
13the Administrative Office of the Illinois Courts and the
14Administrative Office of the Illinois Courts shall furnish that
15list to the jury administrator or jury commissioners, as
16provided in Section 1a-1 of the Jury Act. The list shall be in
17the format currently prescribed by the Administrative Office of
18the Illinois Courts and shall be provided subject to federal
19regulations. The jury administrator, jury commissioners, or
20the Administrative Office of the Illinois Courts shall receive
21an up-to-date list of Illinois driver's license, Illinois
22Identification Card, and Illinois Disabled Person
23Identification Card holders from the Secretary of State as
24provided in Section 1a of the Jury Act. In compiling the jury
25list, duplication of names shall be avoided to the extent
26practicable.

1    Whenever the name of a registered voter or an Illinois
2driver's license, Illinois Identification Card, or Illinois
3Disabled Person Identification Card holder, or a claimant for
4unemployment insurance appearing upon this jury list is
5transferred to the active jury list in the manner prescribed by
6Section 8 of this Act, the following additional information
7shall be recorded after the name of the voter: the age of the
8voter, his or her occupation, if any, whether or not he or she
9is a resident residing with his or her family and whether or
10not he or she is an owner or life tenant of real estate in the
11county.
