1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Procurement Code is amended by
5changing Section 50-10 as follows:
 
6    (30 ILCS 500/50-10)
7    Sec. 50-10. Felons.
8    (a) Unless otherwise provided, no person or business
9convicted of a felony shall do business with the the State of
10Illinois or any State agency, or enter into a subcontract, from
11the date of conviction until 5 years after the date of
12completion of the sentence for that felony, unless no person
13held responsible by a prosecutorial office for the facts upon
14which the conviction was based continues to have any
15involvement with the business.
16    (b) Every bid submitted to and contract executed by the
17State and every subcontract subject to Section 20-120 of this
18Code shall contain a certification by the bidder or contractor
19or subcontractor, respectively, that the bidder, contractor,
20or subcontractor is not barred from being awarded a contract or
21subcontract under this Section and acknowledges that the chief
22procurement officer may declare the related contract void if
23any of the certifications required by this Section are false.
