1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Higher
5Education Technology Entrepreneur Center Act.
 
6    Section 5. Technology entrepreneur centers; creation. The
7board of trustees of each public university and community
8college district in this State is authorized to create a
9technology entrepreneur center for each campus of the
10university or for each community college. In creating a center,
11the board of trustees may use as a model the Technology
12Entrepreneur Center and Academy for Entrepreneurial Leadership
13located within the College of Engineering of the University of
14Illinois at Urbana-Champaign.
 
15    Section 10. Duties of center. A technology entrepreneur
16center created under the authority of this Act shall provide
17material and personal infrastructure to selected innovators
18who possess an inventive concept that has not yet been offered
19for sale in the private-sector market, with the goal being to
20develop a concept to the point where it can become a business
21venture. The concept may or may not have been patented or be
22patentable.

1    A technology entrepreneur center may offer, but is not
2required to offer, mentors, workshops, contacts with potential
3private-sector investors, and a structured course or courses of
4work-study to bring an innovation from conception to market.
5The work-study program, if offered, may offer business
6instruction, engineering instruction, or a structured
7combination of both forms of knowledge.
