AMENDMENT TO HOUSE BILL 1857

2    AMENDMENT NO. ______. Amend House Bill 1857 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Metropolitan Water Reclamation District
5Act is amended by changing Sections 4.22, 4.23, and 4.25 as
6follows:
 
7    (70 ILCS 2605/4.22)  (from Ch. 42, par. 323.22)
8    Sec. 4.22. Solicitation of political contributions by a
9commissioner or an employee.
10    (a) During a commissioner's or an employee's compensated
11time, other than vacation, personal, holiday, or compensatory
12time off, the commissioner No officer or employee shall not
13solicit, orally or by letter, or give or receive, or be in any
14manner concerned in soliciting, or giving, or receiving any
15assessment, subscription, or contribution from any
16commissioner or employee member of the classified civil service

1for any party or political purpose whatever.
2    (b) For the purposes of this Section, "compensated time"
3means any time worked by or credited to an employee that counts
4toward any minimum work time requirement imposed as a condition
5of employment with the sanitary district, but does not include
6any designated holidays or any period when the employee is on a
7leave of absence. With respect to commissioners, "compensated
8time" means any period of time when the commissioner is on the
9premises under the control of the sanitary district and any
10other time when the commissioner is executing his or her
11official duties, regardless of location.
12    For the purposes of this Section, "compensatory time off"
13means authorized time off earned by or awarded to an employee
14to compensate in whole or in part for time worked in excess of
15the minimum work time required of that employee as a condition
16of employment with the sanitary district.

2or representative, or alderman, councilman, or trustee, any
3money or other valuable thing on account of or to be applied to
4the promotion of any party or political object whatever.
5    (b) During an employee's compensated time, other than
6vacation, personal, holiday, or compensatory time off, an No
7employee in the classified service shall not take any part in
8the management or affairs of any political party or in any
9political campaign, except to exercise his or her right as a
10citizen privately to express his or her opinion, and to cast
11his or her vote, provided, however, that an employee shall have
12the right to hold any public office, either by appointment or
13election, that is not incompatible with his or her duties as an
14employee of the District, and provided further that the such
15employee does not campaign or otherwise engage in political
16activity during his or her compensated time other than
17vacation, personal, holiday, or compensatory time off working
18hours.
19    (c) This Section shall not be deemed to authorize conduct
20prohibited by the Federal Hatch Act by employees subject to
21that said Act.
22    (d) For the purposes of this Section, "compensated time"
23means any time worked by or credited to an employee that counts
24toward any minimum work time requirement imposed as a condition
25of employment with the sanitary district, but does not include
26any designated holidays or any period when the employee is on a
