SYNOPSIS AS INTRODUCED:
 
305 ILCS 5/5-20

    Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that the permanent or semi-permanent member cards issued to individuals enrolled in the medical assistance program shall include safeguards to limit the unauthorized use of the medical card by an individual other than the member to whom the card has been issued; and that these safeguards shall include, but not be limited to, the member's photograph on the face of the card.

1    AN ACT concerning public aid.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Public Aid Code is amended by
5changing Section 5-20 as follows:
 
6    (305 ILCS 5/5-20)
7    Sec. 5-20. Electronic health care card. By December 31,
81994, the Illinois Department may develop and implement by rule
9an electronic health information system to process claims
10electronically and to electronically store Medicare and
11Medicaid patient records, medical histories, and billing
12information. The Illinois Department may issue each Medicare
13and Medicaid recipient a health card containing electronically
14coded information that will access the system, verify their
15Medicare or Medicaid status, and display how much the patient
16must pay in deductibles or copayments for a medical procedure.
17The Illinois Department may also develop safeguards to protect
18recipients' health information from misuse or unauthorized
19disclosure.
20    On or before July 1, 2011, the Department shall cease
21issuing monthly MediPlan cards and shall instead issue
22permanent or semi-permanent member cards to individuals
23enrolled for medical assistance. The member cards shall include

1safeguards to limit the unauthorized use of the medical card by
2an individual other than the member to whom the card has been
3issued. These safeguards shall include, but not be limited to,
4the member's photograph on the face of the card. Furthermore,
5the Department may employ any reasonable means by which
6providers may verify an individual's eligibility for medical
7assistance in place of MediPlan cards.
