AMENDMENT TO HOUSE BILL 1579

2    AMENDMENT NO. ______. Amend House Bill 1579 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the Youth
5Services Advisory Committee Act.
 
6    Section 5. Youth Services Advisory Committee; creation.
7The Youth Services Advisory Committee is created to advise the
8General Assembly and the Governor on youth services policy,
9program, and budgetary matters related to the provision or
10purchase of youth services. The Committee shall be a
11public-private partnership to maximize the resources of
12voluntary sector providers already invested in providing youth
13services.
 
14    Section 10. Composition. The Committee shall be appointed
15for a 2-year time period. The Governor shall appoint 2

1co-chairs. One co-chair shall be the Director of a State agency
2that provides youth services funding. The other co-chair shall
3be the Director of a voluntary youth services agency. There
4shall be 24 members appointed by the Governor, including:
5        (1) the Director of any State agency that currently
6    provides State funds or oversees federal funds relating to
7    youth services; and
8        (2) 20 representatives of youth services provider
9    agencies and associations throughout Illinois that
10    represent a range of youth services, including services for
11    homeless youth, community-based youth services, and
12    prevention services.
 
13    Section 15. Duties and functions. The purposes and
14functions of the Committee are:
15        (1) to develop a comprehensive plan for Illinois youth
16    services;
17        (2) to identify common and conflicting policies and
18    procedures across State agencies;
19        (3) to identify service overlaps and gaps in the youth
20    services system to maximize results with available
21    funding;
22        (4) to determine the extent of available data that
23    informs Illinois and its provider partners about the
24    quality and quantity of youth services; and
25        (5) to determine how to create a robust data system

1    needed to tie performance and outcomes to available
2    funding.
 
3    Section 99. Effective date. This Act takes effect upon
4becoming law.".
