SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Commission to End the Disparities Facing the African-American Community Act. Provides that the Commission shall consist of 24 members. Sets forth the appointment of the members. Provides that, by January 1, 2013 and each January 1 thereafter, the Commission must report to the Governor and General Assembly on the disparities facing African-Americans in the areas of education, healthcare, healthcare services, and employment. Provides that the Department of Human Services shall provide administrative and other support to the Commission. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Commission to End the Disparities Facing the African-American
6Community Act.
 
7    Section 5. Commission; creation; members.
8    (a) There is created a Commission to End the Disparities
9Facing the African-American Community, to consist of 24 members
10as follows:
11        (1) 6 members appointed by the Governor as follows: (i)
12    2 members must be educators, (ii) 2 members must be
13    healthcare service providers, and (iii) 2 members must be
14    business persons;
15        (2) 6 members appointed by the President of the Senate
16    as follows: (i) 2 members must be educators, (ii) 2 members
17    must be healthcare service providers, and (iii) 2 members
18    must be business persons;
19        (3) 3 members appointed by the Senate Minority Leader
20    as follows: (i) one member must be educator, (ii) one
21    member must be healthcare service provider, and (iii) one
22    member must be business person;
23        (4) 6 members appointed by the Speaker of the House as

1    follows: (i) 2 members must be educators, (ii) 2 members
2    must be healthcare service providers, and (iii) 2 members
3    must be business persons; and
4        (5) 3 members appointed by the House Minority Leader as
5    follows: (i) one member must be educator, (ii) one member
6    must be healthcare service provider, and (iii) one member
7    must be business person.
8    (b) The members of the Commission shall elect one member to
9serve as the chair of the Commission.
10    (c) Members shall serve for 2-year terms.
11    (d) Vacancies shall be filled in the same manner as
12appointments.
 
13    Section 10. Study; recommendations; report. The
14Commission must:
15    (1) Research the disparities facing African-Americans in
16the areas of education, healthcare, healthcare services, and
17employment.
18    (2) Prepare and submit a report to the Governor and the
19General Assembly by January 1, 2013 and each January 1
20thereafter, setting forth specific recommendations for
21legislation to end the disparities facing African-Americans in
22the areas of education, healthcare, healthcare services, and
23employment.
 
24    Section 15. Meetings; officers. The members of the

1Commission shall meet and the Commission shall be organized
2within 30 days after the effective date of this Act. The
3Commission may adopt its own rules of procedure.
 
4    Section 20. Compensation; expenses. The members of the
5Commission shall serve without compensation, but may be
6reimbursed for actual and necessary expenses incurred in the
7performance of their official duties as members of the
8Commission.
 
9    Section 25. Administrative support. The Department of
10Human Services shall provide administrative and other support
11to the Commission.
 
12    Section 99. Effective date. This Act takes effect upon
13becoming law.
