    Amends the Property Tax Code. Provides that publication fees are not to exceed stated amounts (instead of are stated amounts). Effective immediately.

1    AN ACT concerning revenue.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Property Tax Code is amended by changing
5Sections 12-15 and 12-20 as follows:
 
6    (35 ILCS 200/12-15)
7    Sec. 12-15. Publication fee - Counties of less than
83,000,000. The newspaper shall be paid a fee for publishing the
9assessment list according to the following schedule:
10    (a) For a parcel listing including the name of the property
11owner, a property index number and the total assessment, not to
12exceed 80¢ per parcel;
13    (b) For a parcel listing including the name of the property
14owner, a property index number, the assessed value of
15improvements and the total assessment, not to exceed $1.20 per
16parcel;
17    (c) For a parcel listing including the name of the property
18owner, a legal description of the property and the total
19assessment, not to exceed $1.20 per parcel;
20    (d) For a parcel listing including the name of the property
21owner, a property index number, a legal description and the
22total assessment, not to exceed $1.60 per parcel;
23    (e) For a parcel listing including the name of the property

1owner, a legal description, the assessed value of improvements
2and the total assessment, not to exceed $1.60 per parcel;
3    (f) For a parcel listing including the name of the property
4owner, a property index number, a legal description, the
5assessed value of improvements and the total assessment, not to
6exceed $2.00 per parcel; and
7    (g) For the preamble, headings, and any other explanatory
8matter either required by law, or requested by the supervisor
9of assessments, to be published, the newspaper's published rate
10for such advertising.

13    Sec. 12-20. Publication of assessments; counties of
143,000,000 or more. In counties with 3,000,000 or more
15inhabitants, in each year of a general assessment, for each
16county or assessment district therein if the county is divided
17into assessment districts as provided in Section 9-220, the
18county assessor shall publish a complete assessment list as
19soon as the assessment is completed as required under this
20Section. If the county assessor revises the assessment after
21the complete assessment list is published, then the county
22assessor must publish a subsequent list of all the revised
23assessments for that year. In years other than years of a
24general assessment or reassessment, the county assessor shall
25cause to be published, within the time and in the manner

1described here, a complete list of assessments in which changes
2are made together with the changes made in the valuation or
3assessment of property since the last preceding assessment. The
4publication shall contain a copy of the land value map for the
5township, if required by the Department.
6    The publication of the assessments or the changes shall be
7printed in some newspaper or newspapers of general circulation
8published in the county except that, in every township or
9incorporated town which has superseded a civil township, in
10which there is published one or more newspapers of general
11circulation, the assessment list of each township shall be
12published in one of the newspapers. In cities of more than
132,000,000 inhabitants, the assessment list of the city shall be
14printed in one or more newspapers of general circulation
15published in the township assessment district within the city
16or, in the event a newspaper of general circulation is not
17published within the township assessment district, in one or
18more newspapers of general circulation published within the
19city.
20    Any newspaper publishing an assessment list under this
21Section is entitled to a fee not to exceed $0.40 of 40¢ per
22column line for publishing the list.

24    Section 99. Effective date. This Act takes effect upon
