    Amends the Vital Records Act to provide that the electronic reporting system for death registrations shall be used to transfer information to the Department on Aging for the administration of the Seniors Ride Free program.

1    AN ACT concerning public health.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Vital Records Act is amended by changing
5Section 18.5 as follows:
 
6    (410 ILCS 535/18.5)
7    Sec. 18.5. Electronic reporting system for death
8registrations. The State Registrar shall facilitate death
9registration by implementing an electronic reporting system.
10The system may be used to transfer information to individuals
11and institutions responsible for completing and filing
12certificates and related reports for deaths that occur in the
13State. The system shall be used to transfer information to the
14Department on Aging for the administration of the Seniors Ride
15Free program. The system shall be capable of storing and
16retrieving accurate and timely data and statistics for those
17persons and agencies responsible for vital records
18registration and administration. Upon establishment of such an
19electronic reporting system, but not later than January 1,
202011, the county clerk in the county in which a death occurred
21or the county clerk of the county where a decedent last
22resided, as indicated on the decedent's death certificate,
23shall be authorized to issue certifications of death records

1from such system, and the State Registrar shall cause the
2electronic reporting system to provide for such capability. The
3Department of Financial and Professional Regulation shall have
4access to the system to enhance its enforcement of the Cemetery
5Oversight Act.
