AMENDMENT TO HOUSE BILL 1086

2    AMENDMENT NO. ______. Amend House Bill 1086 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The State Finance Act is amended by adding
5Section 5.786 as follows:
 
6    (30 ILCS 105/5.786 new)
7    Sec. 5.786. The Coast Guard Mutual Assistance Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Sections 3-696 and 3-697 as follows:
 
10    (625 ILCS 5/3-696 new)
11    Sec. 3-696. Operation Desert Shield/Desert Storm license
12plates.
13    (a) The Secretary, upon receipt of an application made in
14the form prescribed by the Secretary of State, may issue

1special registration plates designated as Operation Desert
2Shield/Desert Storm license plates to any Illinois resident who
3has earned the Southwest Asia Service Medal from the United
4States Armed Forces. The special plates issued pursuant to this
5Section may be affixed only to passenger vehicles of the first
6division, motorcycles, or motor vehicles of the second division
7weighing not more than 8,000 pounds. Plates issued under this
8Section shall expire according to the staggered multi-year
9procedure established by Section 3-414.1 of this Code.
10    (b) The design, color, and format of the plates shall be
11wholly within the discretion of the Secretary of State.
12Appropriate documentation, as determined by the Secretary, and
13the appropriate registration fee shall accompany the
14application. The Secretary may, in his or her discretion, allow
15the plates to be issued as vanity plates or personalized in
16accordance with Section 3-405.1 of this Code. The plates are
17not required to designate "Land of Lincoln", as prescribed in
18subsection (b) of Section 3-412 of this Code. The Secretary
19shall, in his or her discretion, approve and prescribe stickers
20or decals as provided under Section 3-412.

22    Sec. 3-697. U.S. Coast Guard license plates.
23    (a) In addition to any other special license plate, the
24Secretary, upon receipt of all applicable fees and applications
25made in the form prescribed by the Secretary of State, may

1issue special registration plates designated as U.S. Coast
2Guard license plates to residents of Illinois who meet
3eligibility requirements prescribed by the Secretary of State.
4The special plate issued under this Section shall be affixed
5only to passenger vehicles of the first division, motor
6vehicles of the second division weighing not more than 8,000
7pounds, and recreational vehicles as defined by Section 1-169
8of this Code. Plates issued under this Section shall expire
9according to the staggered multi-year procedure established by
10Section 3-414.1 of this Code.
11    (b) The design, color, and format of the plates shall be
12wholly within the discretion of the Secretary of State, except
13that the U.S. Coast Guard emblem shall appear on the plates.
14The Secretary may, in his or her discretion, allow the plates
15to be issued as vanity or personalized plates in accordance
16with Section 3-405.1 of this Code. The plates are not required
17to designate "Land of Lincoln", as prescribed in subsection (b)
18of Section 3-412 of this Code. The Secretary shall prescribe
19the eligibility requirements and, in his or her discretion,
20shall approve and prescribe stickers or decals as provided
21under Section 3-412.
22    (c) An applicant shall be charged a $20 fee for original
23issuance in addition to the applicable registration fee. Of
24this additional fee, $15 shall be deposited into the Secretary
25of State Special License Plate Fund and $5 shall be deposited
26into the Coast Guard Mutual Assistance Fund. For each

1registration renewal period, a $20 fee, in addition to the
2appropriate registration fee, shall be charged. Of this
3additional fee, $2 shall be deposited into the Secretary of
4State Special License Plate Fund and $18 shall be deposited
5into the Coast Guard Mutual Assistance Fund.
6    (d) The Coast Guard Mutual Assistance Fund is created as a
7special fund in the State treasury. All moneys in the Coast
8Guard Mutual Assistance Fund shall, subject to appropriation by
9the General Assembly and approval by the Secretary, be used as
10grants for charitable purposes and financial assistance
11programs sponsored by Coast Guard Mutual Assistance, Inc., a
12recognized charitable organization that meets the requirements
13of Title 26, Section 501(c)(3) of the United States Code.
 
14    Section 99. Effective date. This Act takes effect upon
15becoming law.".
