SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.786 new
625 ILCS 5/3-696 new

    Amends the Illinois Vehicle Code and the State Finance Act. Provides for the issuance of U.S. Air Force license plates to Illinois residents who meet eligibility requirements to be prescribed by the Secretary of State. Provides that an applicant shall be charged an additional fee of $20 at original issuance and renewal. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that $5 of the original issuance fee and $18 of the renewal fee shall be deposited into the Octave Chanute Aerospace Heritage Fund. Creates the Octave Chanute Aerospace Heritage Fund as a special fund in the State treasury. Provides that money in the Octave Chanute Aerospace Heritage Fund shall be paid as grants to the Octave Chanute Aerospace Heritage Foundation of Illinois for operational and program expenses of the Chanute Air Museum. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.786 as follows:
 
6    (30 ILCS 105/5.786 new)
7    Sec. 5.786. The Octave Chanute Aerospace Heritage Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-696 as follows:
 
10    (625 ILCS 5/3-696 new)
11    Sec. 3-696. U.S. Air Force License Plates.
12    (a) The Secretary, upon receipt of all applicable fees and
13applications made in the form prescribed by the Secretary of
14State, may issue special registration plates designated as U.S.
15Air Force license plates to residents of Illinois who meet
16eligibility requirements prescribed by the Secretary of State.
17The special plate issued under this Section shall be affixed
18only to passenger vehicles of the first division, motor
19vehicles of the second division weighing not more than 8,000
20pounds, and recreational vehicles as defined by Section 1-169
21of this Code. Plates issued under this Section shall expire

1according to the multi-year procedure established by Section
23-414.1 of this Code.
3    (b) The design, color, and format of the plates shall be
4wholly within the discretion of the Secretary of State, except
5that the U.S. Air Force emblem shall appear on the plates. The
6Secretary may, in his or her discretion, allow the plates to be
7issued as vanity or personalized plates in accordance with
8Section 3-405.1 of this Code. The plates are not required to
9designate "Land Of Lincoln", as prescribed in subsection (b) of
10Section 3-412 of this Code. The Secretary shall prescribe the
11eligibility requirements and, in his or her discretion, shall
12approve and prescribe stickers or decals as provided under
13Section 3-412.
14    (c) An applicant shall be charged a $20 fee for original
15issuance in addition to the applicable registration fee. Of
16this additional fee, $15 shall be deposited into the Secretary
17of State Special License Plate Fund and $5 shall be deposited
18into the Octave Chanute Aerospace Heritage Fund. For each
19registration renewal period, a $20 fee, in addition to the
20appropriate registration fee, shall be charged. Of this
21additional fee, $2 shall be deposited into the Secretary of
22State Special License Plate Fund and $18 shall be deposited
23into the Octave Chanute Aerospace Heritage Fund.
24    (d) The Octave Chanute Aerospace Heritage Fund is created
25as a special fund in the State treasury. All moneys in the
26Octave Chanute Aerospace Heritage Fund shall be paid, subject

1to appropriation by the General Assembly and approval by the
2Secretary, as grants to the Octave Chanute Aerospace Heritage
3Foundation of Illinois for operational and program expenses of
4the Chanute Air Museum.
 
5    Section 99. Effective date. This Act takes effect upon
6becoming law.
